About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Transportation (FDOT). FDOT is requesting to purchase and install one (1) 3D Ground Penetrating Radar (GPR) System, which is a specialized testing equipment designed to operate at highway speeds and collect non-destructive sub-surface condition data of roadways and bridge decks. This purchase is intended as a single-source procurement from the sole manufacturer, Kontur US Inc., as there are no known like items or products available that would serve the same purpose or function. The estimated dollar amount for this purchase is $271,769.18. Vendor information must be received by 5:00 PM (EST) on April 19, 2023, and if FDOT determines that the commodities or services are available only from a single source, it will post a notice of its intended decision to enter a single-source purchase contract on the Vendor Bid System, in accordance with Florida Statutes.
The procurement is being conducted at the state level by FDOT, with potential local-level participation from Leon County and the City of Tampa. The 3D GPR system is intended to eliminate the need for maintenance of traffic, minimize impact on the traveling public, and improve safety and efficiency over traditional push-cart GPR systems. FDOT has determined that this specialized equipment is only available from the sole manufacturer, Kontur US Inc., and there are no known competitive alternatives.

Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): The Highway Speed 3D Ground Penetrating
Radar (GPR) System is a comprehensive specialized testing equipment mounted on a host vehicle and is designed to operate at highway speeds and used to collect non-destructive sub-surface condition of roadways and bridge decks. The traditional system is a tedious and slow push-cart GPR requiring traffic controls, lane closures, and multiple passes for full lane-width project evaluations. With recent technology and innovative improvements developed through the
FHWA/AASHTO sponsored Strategic Highway Research Program (SHRP2), the next generation GPR systems provide, in contrast, full pavement/bridge deck lane‐width coverage, better resolution and accuracy, ease of use, and greater range of penetration depth while operating at traffic speeds. This will eliminate the need for maintenance of traffic, and, thus, minimizing impact on traveling public, and improving safety and efficiency over the traditional systems.
Intended source (vendor, contractor): Kontur US Inc.
Estimated Dollar Amount: $271,769.18
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): This 3D GPR is manufactured, sold, and distributed exclusively by
KONTUR. There is no other known like item(s) or product(s) available for purchase that would serve the same purpose or function.
