About this file
This document is a set of Questions and Answers from the Florida Department of Transportation regarding a Request for Proposals (RFP) for "Slip and Creep of High-Performance Bridge Coatings". The RFP is seeking competitive bids for this project, with a bid opening date of Wednesday, January 24, 2024 at 2:00PM EST. The project is focused on evaluating approved coating systems for use in slip critical bridge connections in Florida. Specifically, the RFP is interested in evaluating wire feed metalizing chemistries that are at least 99% aluminum composition. The primer coatings will be tested per the requirements of the RCSC (Research Council on Structural Connections) over the maximum allowed dry film thickness.
The contract opportunity is being issued by the Florida Department of Transportation, with the work to be performed within the jurisdictions of Leon County and Tampa City. All prospective bidders must be registered in the State of Florida's MyFloridaMarketplace system. No further details are provided on pricing terms, set asides, incumbents, funding amounts or sources, or other salient information.

BID Title: Slip and Creep of High-Performance Bridge Coatings
OPENING DATE: Wednesday, January 24, 2024 @ 2:00PM EST
QUESTIONS AND ANSWERS
Question 1 What coating systems are already approved for use in slip critical bridge connections in Florida?
Answer 1
The following primers are approved for direct to metal applications as part of a high-performance coating system:
Sherwin Williams Zinc Clad II Plus
Carboline Carbozinc 11 HS
PPG Amercoat 68HS
Carboline Carbozinc 859
Sherwin Williams Zinc Clad III HS
Question 2 Are all wire feed metalizing chemistries up for consideration or is only 99% aluminum being considered at this time?
Answer 2 Only wire chemistries ≥ 99% aluminum composition are of interest to this study.
Question 3
Are primers to be tested at actual manufacturer recommended DFT’s (per pds) or at
0.002” over maximum allowed as per the RSC Specification for Structural Joints using High Strength Bolts, Appendix A?
Answer 3
All primers are tested per the requirements of RCSC (over maximum) so they are consistent with the previous research performed by FHWA and qualified the same way as all other pre-existing slip critical testing.
