About this file
This is a Questions and Answers document issued by the Florida Department of Transportation Procurement Office on February 11, 2026, addressing inquiries regarding the FL511 Data Integration and Video Aggregation System Invitation to Negotiate (ITN-26-9059-CA). The solicitation seeks a single contractor to design, implement, integrate, test, and maintain both the FL511 statewide traveler information system and the DIVAS (Data Integration and Video Aggregation System) platform. FL511 delivers transportation data through a website, mobile application, and personalized alert services, while DIVAS collects, fuses, and distributes near real-time transportation data and live video feeds across Florida. Proposals are due February 17, 2026, at 10:00 AM EST, with public opening of initial replies at the same time. A public shortlist meeting is scheduled for March 3, 2026, at 10:00 AM EST, with in-person oral presentations to be held in March on dates to be determined. The expected project cutover date is May 2, 2026, and the anticipated contract term extends from execution through April 30, 2031, with potential renewal options for up to three years or the original contract term, whichever is longer.
The estimated budget for the five-year contract term is $8,295,009, with separate line items required for hardware, software, labor across multiple categories, and monthly operations and maintenance costs multiplied by 60 months. The incumbent vendor is Arcadis U.S. Inc. Current system capacity includes two identical locations, each with nine servers having 32 CPUs at 3.1 GHz, 768 GB RAM, and 447 GB storage. DIVAS currently supports 33 external data customers and 64 external CCTV customers with a goal to serve over 10,000 concurrent streams. FL511 averages 302,000 website sessions and 60,000 mobile app sessions monthly, with peak usage reaching 890,000 website sessions and 90,000 app sessions. The system currently manages 4,578 static and streaming cameras with 10,708 incoming video streams. Respondents must propose their own technology solutions to meet all functional requirements, provide warranty coverage at the manufacturer's term, and achieve 99.9 percent annual system uptime. Proposals are limited to 20 pages, with the required functional requirements form (Sections 23.1-23.4) excluded from this limit. Evaluation criteria allocate 47 points for the detailed work plan, 20 points for functional requirements, 10 points for oral presentation, 10 points for price, 10 points for the qualification questionnaire, and 3 points for innovative solutions.
