About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Transportation's State Materials Office. The Department is requesting Cement and Concrete Reference Laboratory (CCRL) proficiency sample sets consisting of 174 concrete samples and 413 hot mix asphalt samples to be used for evaluating the performance of qualified sampling and testing personnel in the Department's acceptance program. The samples must comply with American Society of Materials and Testing (ASTM), Florida Method (FM), and American Association of State Highway Transportation Organizations (AASHTO) standards and procedures. The known vendor is CMEC, Inc., and prospective vendors are invited to submit information regarding their ability to supply these commodities by 5:00 p.m. EST on Monday, February 16, 2026. If the Department determines in writing that the commodities are available only from a single source after reviewing vendor responses, it will post notice of its intended decision to enter into a single source purchase contract in accordance with Florida Statutes section 120.57(3).
The estimated contract dollar amount is $44,025.00. The Department justifies the single source acquisition on the basis that CMEC, Inc. is the only known vendor providing proficiency samples in accordance with AASHTO's Cement and Concrete Reference Laboratory accreditation and ASTM standards. The Physical Structures lab at the State Materials Office holds CCRL certification for test methods and is required to participate in the CCRL's proficiency sample test program as mandated by the accrediting agency. The contact for this procurement is Jocelyn Moore at the Department of Transportation, located at 605 Suwannee Street, MS 20, Tallahassee, Florida 32399-0450, telephone 850.414.4482, or email CO.Purch@dot.state.fl.us.
