About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Transportation (FDOT). The Department is seeking to continue hosting of its Learning Management System, Learning Curve, which is based on the Absorb learning platform. The system is used statewide to provide FDOT employees and consultants access to the Department's training library and LinkedIn Learning courses, supporting a minimum of 7,500 concurrent users. Sections 20.23(3)(a) and 334.48(3) of the Florida Statutes authorize FDOT to establish a Learning Management System for employee professional development and certification compliance. The sole source vendor identified is Blatant Media Corporation, the developer and maintainer of the Absorb-based Learning Curve system currently in use. The estimated dollar amount for the 5-year contract term is $600,000.

The justification for the single source procurement is that Blatant Media Corporation is the only known source able to provide services for the continued use of the Absorb online platform and learning management system. FDOT is requesting information from prospective vendors regarding their ability to supply the described services by 5:00 PM EST on Tuesday, March 7, 2023. If it is determined in writing that the services are available only from a single source, FDOT will post notice of its intended decision to enter into a single source purchase contract on the Vendor Bid System.
