About this file

This is a Questions and Answers document issued by the Florida Department of Transportation Procurement Office for Request for Proposal (RFP) DOT-RFP-26-9041-SJ titled "Water Quality General Support – Stormwater." The bid opening is scheduled for Wednesday, November 12, 2025 at 10:00 AM EST. The document addresses clarifications regarding proposal submission requirements and formatting. Bidders and proposers must acknowledge receipt of this document by completing and returning it to the Procurement Office no later than the bid opening date and time, with failure to do so potentially resulting in disqualification.

The document clarifies two key questions from potential bidders. First, there are no page restrictions for the overall submittal or for resume length. Second, the RFP initially contained a typographical error stating that proposals should contain two parts when three parts are actually required: Part I (Vendor's Name - Technical Proposal as one separate document), Part II (Vendor's Name - Price Proposal as one separate document), and Part III (Vendor's Name – Forms as one separate document containing all forms and additional required documents). The three separate documents may be e-mailed together or separately. All bidders and proposers must acknowledge receipt of this Q&A document to remain eligible for consideration.

QUESTIONS AND ANSWERS

Question 1 Could you please confirm if there is a page limit for the submittal and if there is a specific page limit for the length of resumes?

Answer 1 There are no page restrictions for the submittal or resumes.

Question 2

We noticed that RFP Section 21.1 (pages 12-13) mentions, "This section contains instructions that describe the required format for the proposal. All proposals submitted shall contain two parts and be marked as follows:" However, three parts are listed. Could you clarify if we should combine Part II and Part III or if this was a typo?

Answer 2

That was indeed a typo. There should be three parts:

PART I VENDOR’S NAME - TECHNICAL PROPOSAL

(One Separate Document for Technical)

PART II VENDOR’S NAME - PRICE PROPOSAL

(One Separate Document for Prices)

PART III VENDOR’S NAME – FORMS

(One Separate Document for all Forms and additional required documents)

THE SEPARATE DOCUMENTS MAY BE E-MAILED TOGETHER OR

SEPARATELY.
