About this file
This is Addendum No. 2 issued by the Florida Department of Transportation Procurement Office for Bid No. DOT-ITB-26-9038-JM, a rebid for Pavement Markings: Raised, Reflectorized, and Related Materials. The solicitation addresses items that were not awarded in the original bid ITB-25-9084-JM and will be added to that existing contract. The bid includes ten line items encompassing raised pavement markers in various configurations (monodirectional and bidirectional with single or two-color reflective faces in colors including amber, crystal white, red, and blue), epoxy adhesive, removable pavement marking tape in white, yellow, and black, and primer. The opening date is Friday, November 7, 2025, at 11:00 AM EST. This rebid will be added to the existing ITB-25-9084-JM contract, which has a two-year initial term with three yearly renewal options. Award will be made on a one-vendor-per-line-item basis, with Items 8, 9, and 10 (removable tape products) to be awarded together and Item 7 (primer) to be awarded to the same vendor as Items 8, 9, and 10 if the product requires primer.
The unit prices submitted will apply to both the initial contract term and any renewal periods. All payments to vendors are subject to the MFMP Transaction Fee as outlined in Form PUR 1000 General Contract Condition No. 14, calculated based on the date of payment issuance. The addendum reflects specification corrections made to Line Items 1 and 2 in the original bid sheet, with revisions including the removal of Blue from monodirectional markers and the separation of Red items as non-APL designations. The addition of 6" Black removable tape (Line Item 10) was made to support skip line patterns on lighter-colored pavement surfaces. Bidders must acknowledge receipt of the Questions and Answers document by the bid opening date and time to avoid disqualification. The solicitation is a rebid of original bid items 1, 2, 3, 5, 6, 11, and 12 from the prior solicitation.

BID No.: DOT-ITB-26-9038-JM
BID Title: Pavement Markings: Raised, Reflectorized, and Related Materials (Rebid)
OPENING DATE: Friday, November 7, 2025 @ 11:00 AM EST
QUESTIONS AND ANSWERS PROVIDED BELOW
Question 1 Is the term for this new contract for 2-yrs initial with 1 renewal option as in the previous bid (ITB-25-9084-JM), or is it different?
Answer 1 This bid is a rebid of items that were not awarded on the original bid and will be added to the contract from the bid ITB-25-9084-JM. ITB-25-9084-JM is a 2-year initial contract with 3 yearly renewal options.
Question 2 Would the new contract be awarded by line items to multiple vendors, or is it one vendor per line item only?
Answer 2
It is to one vendor per line item only. This is not for a new contract, but will be added to the contract created from ITB-25-9084-JM. It will be awarded per the instructions on the Pricing Page. If the items need to be awarded together the bid will state that;
otherwise, they will be awarded separately. On the revised bid sheets, Items 1-6 are separate; Items 8, 9, and 10 will be awarded together & Item 7 will be awarded with 8, 9, and 10 if the awarded vendor’s product requires primer.
Question 3 What items from the original bid (ITB-25-9084-JM) are being rebid in this opportunity?
Answer 3 Items 1, 2, 3, 5, 6, 11, and 12.
Question 4
Regarding Item 1 DMS #44121700, please consider removing the one-way directional colors Blue and Red, as there is no approved usage of these configurations in the FDOT Standard Specifications or FDOT Maintenance Special Provisions.
Answer 4 Blue has been removed since it is no longer manufactured. Red is separated as a non-APL item.
Question 5 Regarding Item 2 DMS #44121700, please consider removing the two-way directional color Red, as there is no approved usage of this configuration in the FDOT Standard Specifications or FDOT Maintenance Special Provisions.
Answer 5 Pricing pages have been revised to make the Red a separate non-APL item. It does not have a standard usage as identified in the question, but there can be non-standard situations where it is used.
Question 6 Please consider adding a Line Item 8 - Removeable Tape, Pavement Marking, 6” Black to the Bid Sheet, to match the APL Standard listings and in support of desired skip line patterns for lighter colored surfaces such as PCC and faded ACC.
Answer 6 Pricing pages have been revised add the 6” Black.
