About this file

This is a Notice of Intended Single Source Purchase (Form PUR 7776) issued by the Florida Department of Transportation, State Materials Office, for the procurement of Cement and Concrete Reference Laboratory (CCRL) proficiency samples. The Department seeks 173 concrete samples and 467 hot mix asphalt samples to be used for evaluating the performance of qualified sampling and testing personnel in the Department's acceptance program. These samples must comply with American Society for Materials and Testing (ASTM), Florida Method (FM), and American Association of State Highway Transportation Organizations (AASHTO) standards and procedures. The known vendor is CMEC, Inc. Prospective vendors must submit information regarding their ability to supply the requested commodities by 5:00 p.m. EST on Tuesday, November 24, 2026, to the contact listed: Jocelyn Moore at CO.Purch@dot.state.fl.us or 605 Suwannee Street, MS 20, Tallahassee, FL 32399-0450. Following vendor review, the Department will post notice of its final single-source procurement decision on the Vendor Information Portal in accordance with Florida Statutes section 120.57(3).

The estimated dollar amount for this procurement is $51,200.00. The Department justifies the single-source acquisition based on CMEC, Inc. being the only known vendor providing proficiency samples in accordance with AASHTO's Cement and Concrete Reference Laboratory accreditation and ASTM standards. The Physical Structures Lab at the State Materials Office holds CCRL certification and is required by the accrediting agency to participate in the CCRL proficiency sample test program, making compliance with their specific standards mandatory. The posting will remain active for at least 15 business days, allowing prospective vendors an opportunity to demonstrate alternative sourcing capability.
