About this file
This document is a Notice of Intended Decision to Enter into a Single Source Contract (Form PUR 7778) issued by the Florida Department of Transportation (FDOT). FDOT intends to enter into a single source contract with Shima American Corporation for the procurement of Dynamic Friction Testers (DFTs), which are instruments used to measure skid resistance on roadways as part of the Department's Pavement Friction Program. The DFTs are required to collect mission-critical pavement friction data to monitor, assess, and report on the condition, performance, and safety of Florida's roadways and infrastructure, in compliance with federal and state guidelines. The total price for the DFTs is $42,300.
The justification for the single source acquisition is that the DFT was developed by and is solely manufactured by Nippo Sangyo in Japan, and Shima American Corporation is the exclusive distributor in North America. This contract opportunity applies to the jurisdictions of Leon County and the City of Tallahassee.

As part of the Department’s core mission to provide a safe highway system, the Pavement Friction Program requires the use of a Dynamic Friction Tester for collection of mission critical pavement friction data for monitoring, assessment, and reporting on the condition, performance, and safety of Florida’s roadways and infrastructures. This is in compliance with the Federal Highway Administration’s National Guidelines given in the 1980 Skid Accident Reduction Program (t-5040.17), and the 2009 AASHTO Guide for Pavement Friction. Information collected from the equipment is used for determining appropriate roadway safety maintenance strategies for areas of low friction and supports district safety offices to enhance operational safety. Equipment is computer based and significantly reduces operator error with enhanced precision and accuracy capability. This is a portable type instrument and is easy to carry.
