About this file
This is an addendum to RFP DOT-RFP-25-9026-CA issued by the Florida Department of Transportation for Statewide Natural Resources Support. The addendum provides answers to 21 questions from potential bidders and revises key dates, with proposals now due December 10, 2024 at 9:00 AM EST, technical proposal opening on December 10, 2024 at 10:00 AM EST, price proposal opening on January 21, 2025 at 10:00 AM EST, and intended award posting on January 21, 2025. The contract term will be five years from the date of execution.
The addendum clarifies several requirements regarding proposal submission and pricing. All responses must be submitted electronically with no hard copies required. The 20-page technical proposal limit includes cover pages and dividers. On Exhibit C Price Proposal Form, items marked "Reimbursed at Actual Cost" and "Services to be provided by vendor related to Bat Exclusions" do not require pricing. Only prime consultant classification rates are required, not subconsultants. The Department prefers different individuals serve in each role rather than having one person serve multiple positions. No minimum rates are required for line items, and vendors may enter $0.00 for items they don't intend to charge for.

On page 16, Section 22.2 of the DOT-RFP-25-9026-CA it states that the Technical Proposal has a maximum length of 20 pages.
Would a cover page and dividers be excluded from that page count?
ANSWER 1 Yes, these would count against the 20 pages.
QUESTION 2
Due to upcoming state holidays, can there be consideration of extending the proposal due date?
ANSWER 2 Yes, see the revised timeline below.
QUESTION 3
Confirm that mobilization in Item 15 in Exhibit “C” includes demobilization, too.

Items 18, 19, and 20 in Exhibit “C” are generally included in our overhead multiplier. Please confirm you want a price for these items. Alternative, can we apply “$0” for any material generally covered by an overhead multiplier?
ANSWER 4
If these items are covered in the overhead multiplier, apply “included” instead of $0.00.
QUESTION 5
Rental equipment costs vary widely. Can you confirm what type of bat exclusion rental equipment was anticipated in the top long of Exhibit “C” Page 2 of 2?
ANSWER 5
This will be reimbursed at cost. No bid prices are needed after the “Grand Total of Lines 1-21” on Exhibit C.
QUESTION 6

QUESTION 8
Page 22 of the RFP lists several forms. Please confirm whether “PUR 7801” is to be completed for this proposal.
ANSWER 8 No, this form will be completed by the awarded vendor.
QUESTION 9
Pages 20 and 21 (RFP Section 27) mention electronic submissions (via email to: CO.Purch@dot.state.fl.us), but Section 22.2 and page 51 (checklist) mentions one original is to be provided. Please confirm whether a hard copy original, or an electronic submission via email is required for this effort.
ANSWER 9
All responses must be submitted electronically. No hard copies are to be submitted.
QUESTION 10
Could we include a Title Page, Cover Letter, and Table of Contents? If so, would this count against our 20-page limitation?
ANSWER 10 See response to Question 1.
QUESTION 11
The RFP mentions “foldout pages” not exceeding five percent of the total number of pages comprising the proposal. For clarity purposes, this presents two questions:
a) Does the term “foldout pages” refer to 11x17?
b) Does five percent refer to the 20-page limitation in Part I (equal to 1 page), or the entire proposal including forms and resumes, which could potentially equate to multiple “foldout pages.”
ANSWER 11
a) Yes
b) The 20 page limitation in Part 1.
QUESTION 12
The RFP includes "Exhibit ‘C’ Price Proposal Form." It appears that the sections "Reimbursed at Actual Cost" and "Services to be provided by vendor related to Bat Exclusions" are not part of the proposal evaluation.
Could you please confirm that we need to include pricing in these two sections?
a. If pricing is required on these sections, could you please elaborate on the “Permit Fee (exclusionary fencing)” line item?
ANSWER 12
Pricing is NOT required for these two sections of Exhibit C.
a. N/A see above response.
QUESTION 13 Are classification rates required for subconsultants?
ANSWER 13 No.
QUESTION 14 Should classification rates include only the prime consultant?
ANSWER 14 Yes.
QUESTION 15 Can we add classifications or staff categories after NTP?
ANSWER 15 No, please bid as specified.
QUESTION 16
Please specify what rental equipment for bat exclusion may be needed and is the cost a blended rate for all equipment or can we itemize equipment (i.e.: a boat, barge, crane/boom, etc.)?
ANSWER 16
This will be reimbursed at cost. No bid prices are needed after the “Grand Total of Lines 1-21” on Exhibit C.
QUESTION 17
For Exhibit “C” Price Proposal, is there a minimum rate that will be allowed for a line item?
ANSWER 17 No.
QUESTION 18

ANSWER 19 It is preferred to have a different person in each role.
