About this file

This document is an Invitation to Bid (ITB) issued by the State of Florida Department of Transportation (FDOT) for a 5-Year Data Storage Solution Subscription. The ITB requests bids from qualified vendors to provide a subscription agreement for storing pavement data, including Pavement Condition Surveys and Ground Penetrating Radar data, that is used to support materials, construction, design, and maintenance applications. The data storage requirements include 27,500 miles of roadway, approximately 137.5 terabytes per year, with on-premises and off-site storage. The bid is due on December 13, 2024 by 9:00 AM EST, and the contract term is expected to begin on January 1, 2025 for 60 months, with options to renew for up to an additional 5 years.

The ITB specifies pricing terms, including a 5-year lease with 6-month or twice-yearly payment options, and an optional rate for expandable storage in 100TB increments. There are minority business enterprise participation requirements, and preferences for veteran-owned and drug-free workplace businesses. The contract is subject to availability of appropriated funds, and the Department reserves the right to accept or reject any or all bids received.

ALL Responses, regardless of dollar value, must include a completed Vendor Certification Regarding Scrutinized Companies Lists to certify the respondent is not on either of those lists. The Form should be submitted with the bid package.

A Vendor is ineligible to enter into a contract with the Department for goods or services of any amount if, at the time of entering into such contract, the Vendor is on the Scrutinized Companies that Boycott Israel List, created pursuant to Section 215.4725, Florida Statutes, or is engaged in a boycott of Israel.

Section 287.135, Florida Statutes, also prohibits companies from entering into a contract for goods or services of $1 million or more that are on either the Scrutinized Companies with Activities in Sudan List or the Scrutinized Companies with Activities in the Iran Petroleum Energy Sector Lists which were created pursuant to s. 215.473, Florida Statutes.

If the Department determines the Vendor submitted a false certification under Section 287.135 of the Florida Statutes, the Department shall either terminate the Contract after it has given the Vendor notice and an opportunity to demonstrate the Department’s determination of false certification was in error pursuant to Section 287.135 of the Florida Statutes, or maintain the Contract if the conditions of Section

287.135 of the Florida Statutes are met.
