About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Transportation (FDOT) for the upgrade of an existing Profiler Survey Vehicle. The FDOT is seeking to upgrade an existing Ford Transit Wagon T-350 with a low roof option to replace an outdated Multi-Purpose Laser Profiling System. The upgraded vehicle will be equipped with new electronic components, including two 4 KHz line lasers, one 32 KHz spot laser, two 16 KHz spot angle lasers, two 5G accelerometers, and an iXblue Atlans A7 Inertial Navigation System. The required upgrades also include a 17" touchscreen display panel, a forward imaging system with a 12MP camera, and the ICC Connect software for data processing. The contract term is 9 months, and the estimated value is $265,695.
The sole source justification for this procurement is that the International Cybernetics Company, LP (ICC) is the designer and manufacturer of the existing Multi-Purpose Survey Vehicle (MPSV) systems used by the FDOT. The upgraded system must be compatible with the Department's currently owned units and produce data in the same manner and format as the current units. The data processing and reduction software must also be compatible with the FDOT's existing systems.

Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): The collection of existing roadway condition and geometry data is critical to district design activities and is required for them to be in compliance with the American Association of State Highway and Transportation Officials (AASHTO) Pavement Design Guidelines. Data required by the districts consists of Cross-slope, Rut, and Ride data for monitoring, assessing, and reporting on the condition, performance, and safety of Florida roadways. Since the Multi-Purpose Survey Vehicle (MPSV) collects data at highway speeds, it minimizes lane closures needed for conventional manual evaluation and allows for a much faster and safer assessment of existing conditions. This equipment enhances the safety of the traveling public by identifying hazardous roadway conditions.
The State Materials Office is rebuilding an outdated Multi-Purpose Laser Profiling System (ME 32860) with all new electronic components, also known as a MPSV manufactured by International Cybernetics Company, LP (ICC). Existing equipment that are compatible with the new system will be recycled.
This equipment will:
- Allow districts to remain in compliance with AASHTO Pavement Design Guidelines.
- Replace an existing system that is beyond its service life.
- Provide critical information for pavement forensic investigations, pavement performance and safety.
- Evaluate existing pavements prior to rehabilitation.

DOT-SS-25-9020-SD EQUIPMENT SPECIFICATIONS
A. TEST VEHICLE (Customer Supplied) FDOT will supply an existing Ford Transit Wagon T-350 with a low roof option for this upgrade. The vendor will be responsible for all vehicle modification and equipment add-ons as listed below if customer supplied vehicle is not equipped already:
1. Alternator(s) and inverters(s) with sufficient power output, and battery (or batteries) with sufficient capacity to maintain the full electrical system load demand, without any additional charging input, when the vehicle is in idle speed (either parked or in heavy traffic) for at least 30 minutes.
2. The vendor will ensure that any modification(s) to the vehicle still meets the vehicle manufacturer’s Gross Axle Weight Rating (GAWR), while maintaining or improving specialized vehicle handling and stability.
3. The profiler front test bumper will be painted with a powder-coat application and able to withstand abuse from weather and roadway conditions for the life of the equipment.
Bumper replacement is needed for Line laser upgrade.
4. The vendor will provide a layout of test equipment for FDOT approval prior to installation of equipment.
5. Shore-power to operate all the PDMS functions simultaneously from an external power source (not the van) for calibration and maintenance purposes.
6. Installation of Dash Display for drive.
7. One air pressure gauge which can be calibrated for monitoring tire air pressure.
8. Two (2) 120AC interior outlets, one in front and one in back.
9. 12-volt power outlet accessible to the driver.
10. An amber warning light bar will be provided by FDOT and will be installed on the test vehicle by the vendor.
