About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Transportation (FDOT) for a new IrisPRO+ Profiler Survey Vehicle. The FDOT is seeking to replace an existing multi-purpose laser profiling system with a new system that will collect critical roadway condition and geometry data such as cross-slope, rut, and ride data to monitor, assess, and report on the condition, performance, and safety of Florida's roadways. The new system must be compatible with the Department's currently owned units and produce data in the same manner and format. The FDOT intends to procure nine months of this service from the single source vendor, International Cybernetics Company, LP (ICC), which is the designer and manufacturer of the existing profiler system.
The estimated dollar amount for this single source procurement is $265,695. The FDOT will be providing the vehicle chassis, and the vendor will be responsible for all modifications and equipment add-ons per the detailed specifications outlined in the document. The new system will include upgraded components such as two additional 4 KHz line lasers, IMUs, and an iXblue Atlans A7 Inertial Navigation System. The vendor will also provide the latest version of its ICC Connect software and up to two days of user training on the system.

Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): The collection of existing roadway condition and geometry data is critical to district design activities and is required for them to be in compliance with the American Association of State Highway and Transportation Officials (AASHTO) Pavement Design Guidelines. Data required by the districts consists of Cross-slope, Rut, and Ride data for monitoring, assessing, and reporting on the condition, performance, and safety of Florida roadways. Since the Multi-Purpose Survey Vehicle (MPSV) collects data at highway speeds, it minimizes lane closures needed for conventional manual evaluation and allows for a much faster and safer assessment of existing conditions. This equipment enhances the safety of the traveling public by identifying hazardous roadway conditions.
This equipment will:
- Allow districts to remain in compliance with AASHTO Pavement Design Guidelines.
- Replace an existing system that is beyond its service life.
- Will provide critical information for pavement forensic investigations, pavement performance and safety.
- Evaluate existing pavements prior to rehabilitation.
The State Materials Office is replacing an outdated Multi-Purpose Laser Profiling System (ME 31729) with all new electronic components on a new chassis, also known as an MPSV manufactured by ICC. Existing equipment that are compatible with the new system will be recycled.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): ICC is the designer and manufacturer of the existing MPSV Systems used by the Department. The replacement MPSV must be compatible with the Department’s currently owned units and must produce data in the same manner and format as the current units. The data processing and reduction software must be

DOT-SS-25-9019-SD EQUIPMENT SPECIFICATIONS
A. CHASSIS (Customer Supplied) The new chassis will be supplied by FDOT and will consist of a current model year Ford Transit Wagon T-350 with low roof option or Ford F250 crew cab. The Vendor will be responsible for all vehicle modification and equipment add-ons as listed below if customer supplied vehicle is not equipped already:
1. Inverter with sufficient power output, and battery (or batteries) with sufficient capacity to maintain the full electrical system load demand, without any additional charging input, when the vehicle is in idle speed (either parked or in heavy traffic) for at least 30 minutes.
2. The Vendor will ensure that any modification(s) to the vehicle still meets the vehicle manufacturer’s Gross Axle Weight Rating (GAWR), while maintaining or improving specialized vehicle handling and stability.
3. The profiler front test bumper will be painted with a powder-coat application and able to withstand abuse from weather and roadway conditions for the life of the equipment.
Bumper replacement is needed for Line laser upgrade.
