REQUEST FOR INFORMATION (RFI)

Florida Department of Transportation

The Florida Department of Transportation (FDOT) is requesting information data vendor (vendor) services capable of comprehensively analyzing truck movements within the State of Florida and adjacent states. To ensure our solicitation is accurate and effectively addresses the industry's supply chain needs, we seek detailed data and information that can support projects that increase truck performance efficiency and develop solutions for truck parking.

Description of commodities/contractual services:

Background:

FDOT's mission is to provide a safe transportation system that ensures the mobility of people and goods, enhances economic prosperity, and preserves the quality of our environment and communities. Florida's transportation system has seen increased commercial vehicle traffic over the years. The high percentage of freight transported by trucks illustrates the significance and importance of the Florida roadway network for just-in-time deliveries. With the increase in commercial vehicle traffic, additional issues arise; one of the issues deals with commercial vehicle operators and the Federal Motor Carrier Safety Administration's (FMCSA) hours-of-service (HOS) rules. Florida's truck stops experience overflow parking at some locations. In contrast, others remain underutilized, demonstrating a need for more robust parking information management. Truck drivers facing this ongoing challenge often resort to unsafe and illegal parking methods on the interstate mainline, entrance and exit ramps, shoulders, and/or in vacant lots.

In support of its mission and commitment to an efficient supply chain, FDOT commissions truck studies that require data sources and information that can identify, prioritize, and recommend solutions to address the areas in Florida with the greatest needs for congestion and truck parking availability. The required data and information will be used for studies, data analyses, tools, and plans and is anticipated to be shared with internal and external partners.

Specific Information Requested:

1. Description of employed methodologies to collect and analyze truck parking data, including any technologies or software used.

2. Estimated information of penetration rate or sampling of captured truck data.

3. Information on positional or referential accuracy of your data in inches or feet.

4. Frequency of data collected. (Is the data capture continuously or through intervals)

10. Data that provides insights into truck trips such as the route taken or driven.

11. Data that can provide forecasting information on demand and capacity trends.

12. Description of data delivery model of how data is accessed by users, including API services, data service platforms, and cloud repositories. Provide any information on subscriptions or licenses if applicable.
