Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): The Florida Department of Transportation

(FDOT) utilizes the Locked Wheel Friction Trailer (LWFT) as a specialized test vehicle to measure pavement surface skid resistance. The LWFT collects network and project level sliding friction force data. Acquisition of LWFT includes the equipment design, computer control systems, software, and hardware assemblies.

The collection of existing roadway condition and geometry data is critical to design activities Districtwide and it is required for FDOT to be in compliance with the American Association of State Highway and Transportation Officials (AASHTO)

Pavement Design Guidelines. The current LWFT is beyond its service life and requires an upgrade to meet FDOT needs.

The upgraded LWFT must be compatible with FDOT's currently owned units and must produce data in the same manner and format as the current units. The data processing and reduction software must be compatible with that currently used to upload data to maintain FDOT developed data processing and analysis software based on the ICC data acquisition system.

Intended source (vendor, contractor): International Cybernetics Company, LP (ICC)

Estimated Dollar Amount: $245,495.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): ICC manufactures and is the sole vendor to rebuild, upgrade, repair, evaluate, and provide proprietary software updates for its equipment. ICC is the only vendor who can rebuild/upgrade the

LWFT which includes proprietary items such as equipment design, computer control systems, software, and hardware components. ICC does not have resellers.
