About this file
This document contains questions and answers related to an Invitation to Bid (ITB) issued by the Florida Department of Transportation (FDOT) for Statewide Scale Maintenance. The ITB seeks competitive sealed bids for the procurement of statewide scale maintenance services. The scope of work includes maintenance of static scales and Weigh-in-Motion (WIM) systems across various locations in the state. The bid opening date is set for September 29, 2022. The document clarifies that certain scale locations listed in the Exhibits are duplicates or have been decommissioned and should be removed from the bid. It also provides guidance on the Maintenance of Traffic (MOT) requirements, stating that contractors must follow FDOT's Standard Plan Indexes and coordinate with the Motor Carrier Size and Weight Statewide Maintenance coordinator for approved variances on short-term closures.
The ITB is part of a larger state and local contract opportunity in Florida, specifically in Leon County and Boca Raton City. The contract term and any renewal options are not specified in the provided information. Pricing terms, set asides, incumbents, funding requirements and sources, and other salient details are not included in the document.

SOLICITATION:
Question 1
Under Exhibit A Scope of Services it list Marion SR40 and details 1 static scale and 1 WIM, which is the complete system. Exhibit A also list Marion SR40 VWS, which is the WIM for Marion SR40. Since the Marion SR40 includes both the static and WIM should the Marion SR40 VWS be removed from Exhibit A & C?
Answer 1
It appears that the sites are duplicated, and the contractor should only provide pricing for the Marion SR40 location which includes the static scale and WIM.
Question 2 Under Exhibit A Scope of Services it lists Palm Coast Exit 284 VWS.
This site was decommissioned years ago so should Palm Coast Exit 284 VWS be removed from Exhibit A & C?
Answer 2 This site has been decommissioned and should be removed from Exhibit A and C. The contractor is not required to bid on this item.
Question 3
Exhibit C list Bay SR-77 and SR-77 Panama City VWS. Since Exhibit A only list Bay SR-77 and details the complete system, should SR-77 Panama City be removed from Exhibit C?
Answer 3
It appears that the sites are duplicated, and the contractor should only provide pricing for the Bay SR-77 location which includes the static scale and WIM.
Question 4
Exhibit A Task 7 - A Parts item b and Exhibit B Method of Compensation mention Appendix III parts price list. There is no Appendix III provided with bid documents so should we just include our parts price list with bid and label as Appendix III?
Answer 4 Yes, title the parts list and pricing as appendix III.
Question 5
Exhibit A Task 10 Maintenance of Traffic (MOT) – Under item C it states "Contractor shall provide Maintenance of Traffic in accordance with the FDOT Standard Plan Indexes, 102 Series, for typical shoulder, ramp, and mainline closures. Contractor shall ensure staff are properly trained and certified to perform traffic control on FDOT projects". These standards have a detailed section for weigh station closure that details many labor-intensive steps and we were wondering if some steps could be omitted based on length of time for closure. Example, these standards also have a shoulder closure section that states steps can be omitted if work time is 60 minutes or less. Could the following weigh station steps be omitted if work time is 60 minutes or less?
A) RTMC coordination for truck parking sign B) Covering of all advance weigh station signs C) PCMS sign
Answer 5
The contractor will be required to perform MOT per the Departments standards. In situation of short-term closures, less than 60 minutes, the contractor and coordinate with the Motor Carrier Size and Weight Statewide Maintenance coordinator for approved variances. These will be approved on a case-by-case basis.
