About this file
This is a Specifications document for the Greater Dayton Regional Transit Authority (GDRTA) detailing the Second Floor Reinforcing project at 901 South Ludlow Street in Dayton, Ohio (Project No. 25.200.157). The project involves structural reinforcement of steel beams beneath the second floor of the former Coke Building. Deliverables include structural steel framing fabrication and field erection work, with shop drawings required showing fabrication details, cuts, connections, splices, camber, holes, weld specifications per AWS standards, and bolt connection details. A mandatory pre-installation meeting with the steel erector, owner's representative, special inspector, and registered design professional must be held at least two weeks prior to steel installation. The specifications require submission of one electronic PDF copy of structural steel shop drawings for review, with additional reviews beyond two requiring additional service fees invoiced at an hourly rate. The contract is a fixed-price agreement with an engineer's estimate of $110,600, with sealed bids due electronically by 10:00 a.m. Eastern time on Tuesday, February 24, 2026, and public bid opening scheduled at 4 South Main Street, Dayton. Contract award is anticipated within sixty calendar days from the bid opening date, extending until final project completion.
The project requires structural steel fabricators with a minimum of five years of experience and all welding must be qualified according to AWS D1.1/D1.1M standards, with 100 percent of groove welds subject to non-destructive testing. Shop priming with lead- and chromate-free, rust-inhibiting primer is required, and fabrication must comply with AISC 303-16 and AISC 360-16 standards. The contract includes a Disadvantaged Business Enterprise (DBE) goal of zero percent with no specific set-aside designations. Bidders must submit a bid guarantee equivalent to ten percent of the base bid amount and a performance bond for one hundred percent of the contract price upon award, along with certificates of good standing from the State of Ohio, comprehensive insurance coverage (workers' compensation with minimum employer's liability of $500,000 and commercial general liability of $1,000,000 per occurrence), and various certifications including debarment verification and non-collusion affidavits. The contract is funded in part by the Federal Transit Administration (FTA) and the Ohio Department of Transportation (ODOT), requiring compliance with prevailing wage standards, Davis-Bacon Act requirements, and Buy America provisions. The GDRTA has secured a separate contract with Lepi Enterprises, Inc. to conduct a Lead Paint Survey, with the GDRTA responsible for contacting the vendor to mitigate identified attachment locations on beams.
