About this file

This addendum contains questions and answers clarifying contract requirements for the Florida Department of Transportation's statewide demolition, removal, and disposal of outdoor advertising signs solicitation (BID No. DOT-ITB-27-9008-CA), with bids due August 24, 2026 at 10:00 a.m. EST. The procurement seeks a contractor to remove illegal signs from highway rights-of-way across five designated regions in Florida. Services include removing sign structures to a minimum of two feet below ground level, hauling debris, repairing collateral damage, disconnecting electrical power when necessary, and providing photographic documentation. The contract term runs from October 1, 2026 through September 30, 2031, with potential renewal options not to exceed three years or the original contract term. No guaranteed minimum work volume applies; the Florida Department of Transportation will authorize services based on need and budget availability through individual Task Work Orders.

The pricing structure is based on unit rates per square foot categorized by sign type (wood, metal, monopole, and monument signs) and size (0-200 SF, 201-400 SF, 401-600 SF, and greater than 600 SF), with separate rates for single and double-facing configurations. Key clarifications in the Q&A confirm that for two-facing signs, payment is calculated on total combined square footage; contractors bear responsibility for traffic control, electrical coordination, equipment access, and site restoration; all salvageable materials become contractor property; hazardous materials encountered are not separately compensated unless specified in the bid documents; and no minimum billable square footage applies, meaning even very small signs are paid based on actual square footage multiplied by the applicable unit rate. The contractor must acknowledge receipt of this addendum by the bid opening deadline, and failure to do so may result in disqualification.

QUESTIONS AND ANSWERS

QUESTION 1

Two-Facing Sign Square Footage / Payment Calculation:

For Exhibit C bid items designated “2 facings,” please confirm the square footage to which the submitted B-item unit rate will be applied. For example, if a back-to-back sign has two individual faces measuring 20’ × 20’ each, will payment be calculated as 400 SF × the applicable B-item unit rate, or 800 SF × the applicable B-item unit rate?

ANSWER 1

If the sign has two facings, each facing measuring 400 SF as provided in this example, the price would be based on the total square footage of 800 SF.

QUESTION 2

Two-Facing Sign Size Classification:

For signs with two facings, please confirm how the Department determines which size category applies (0–200 SF, 201–400 SF, 401–600 SF, or greater than 600 SF). Is the applicable category determined using the square footage of one individual facing, or the combined square footage of both facings?

ANSWER 2

The size category would be based on the total square footage of both facings.

QUESTION 3

Removed Materials / Scrap Ownership:

Please confirm whether demolished sign materials, including structural steel, aluminum, sign faces, poles, and other salvageable materials, become the property of the Contractor after removal and may be recycled or sold by the Contractor, or whether any removed materials must be retained, delivered, or otherwise disposed of as directed by the Department.

ANSWER 3

All sign materials are to be removed from the site by the contractor as laid out in the scope of work. The materials are the contractors to dispose of as they please.

QUESTION 4

Electrical Service / Utility Disconnect Responsibility:

For signs containing electrical components or an active electrical service, please clarify whether the Contractor is responsible for coordinating and paying for utility disconnects and/or performing electrical disconnection as part of the applicable sign-removal unit price, or whether the Department will arrange for electrical service to be disconnected prior to the Contractor beginning demolition.

ANSWER 4

The contractor is responsible for coordinating the electrical removal/disconnection.

QUESTION 5

Foundation Removal and Site Restoration:

Please clarify the required extent of removal for sign foundations, footings, concrete, embedded poles/posts, and other below-grade structural components. Is complete removal of all below-grade components required, or may foundations/poles be removed to a specified depth below finished grade? Please also clarify the Contractor’s required restoration of disturbed areas, including backfill, compaction, concrete/asphalt replacement, sod, landscaping, or other surface restoration.

ANSWER 5

This information is laid out in the scope of services under “Contractor Services”. Additional information is provided in Topic 575-070-050 Motorist Information and Highway Advertising Regulation Procedure Manual Section 1.6 (attached).

QUESTION 6

Traffic Control Requirements and Costs:

Please confirm whether all required Maintenance of Traffic (MOT), traffic-control devices, lane/shoulder closures, permitting, and associated traffic-control personnel are the responsibility of the Contractor and are to be included within the applicable sign-removal unit rate, or whether any of these services will be provided or separately compensated by the Department.

ANSWER 6 This is the responsibility of the contractor.

QUESTION 7

Crane/Equipment Access and Unforeseen Site Conditions:

If a Work Order location has restricted equipment access, unsuitable ground conditions, underground or overhead utilities, or other site conditions not reasonably identifiable from the information and photographs provided with the Work Order that require substantially different equipment or means and methods, will the Contractor be permitted to request an adjustment to the Work Order prior to commencing removal?

ANSWER 7

No.

QUESTION 8

Multiple Signs on One Work Order / Payment:

When multiple signs are included on the same Work Order, will each sign be paid independently based upon its applicable Exhibit C unit-rate item and measured square footage, regardless of whether the signs are located at the same site or in close proximity to one another?

ANSWER 8

The contractor will be paid the amount on each issued Task Work Order (TWO).

QUESTION 9

Hazardous or Regulated Materials:

If asbestos-containing materials, lead-containing materials, contaminated soil, hazardous materials, or other regulated materials are encountered during demolition, please confirm whether testing, abatement, specialized handling, transportation, and disposal will be separately authorized and compensated and are not included in the standard sign-removal unit rates.

ANSWER 9

Only those requirements are provided in the bid documents. The contractor will be paid the amount listed on each TWO.

QUESTION 10

Permits and Private-Property Access:

Please confirm whether the Department will obtain or provide all necessary rights of entry/access to private property for each Work Order. Please also clarify whether permits required specifically for demolition/removal are to be obtained and paid for by the Contractor within the unit rate or will be provided or reimbursed by the Department.

ANSWER 10

Ability to enter on to private property is provided in F.S. 479.

Department personnel will be onsite when work is done, right of entry will not be an issue.

QUESTION 11

Historical Work Order / Sign Removal Data:

Please provide, if available, historical information from the Department’s prior contract(s) for statewide demolition, removal, and disposal of outdoor advertising signs, including the approximate number of Work Orders/signs removed annually, the regions in which the removals occurred, and the distribution of removals by sign support type, size category, and number of facings. If available, please also provide the approximate number of emergency-response Work Orders issued during the prior contract term.

ANSWER 11

There have been no emergency-response Work Orders issued during the last contract period. The last 10 TWO’s issued are attached and date back to March 2025.

QUESTION 12

Minimum Payment for Small Signs / 0–200 SF Category:

For signs within the 0–200 SF bid category, particularly very small signs such as regulatory-size, directional, or similar signs, please confirm whether payment will be calculated strictly by multiplying the actual sign-facing square footage by the applicable unit rate, regardless of how small the sign is.

Is there a minimum billable square footage or minimum Work Order/payment amount per sign for these smaller removals? If so, please identify the applicable minimum.

ANSWER 12 No.

QUESTION 13

If there is no minimum, please confirm that a standalone Work Order may be issued for removal of a sign having only a few square feet of sign-facing area and that compensation would be limited to the actual square footage multiplied by the applicable bid-item unit rate.

ANSWER 13 Correct.

RE: Outdoor Advertising Sign in St.Lucie County, Permit Tag No.: 5000/BK596,5067/CM090,14691/CL657

Dear Permit Holder, The above listed permit tag(s) have either been cancelled or have expired. The sign is now deemed to be illegal. Illegal signs must be removed according to section 479.105, Florida Statutes.

A recent inspection found that the sign has not been removed. Consequently, the Department will forward this matter to its demolition contractor to remove the sign for an estimated cost of $ $14,400.00.

The removal cost will be assessed to you and the Department will pursue collection, if necessary. Please be advised that if a legal proceeding is required, you could also be subject to court cost and attorney fees. To avoid being assessed the cost for removal, please remove the sign and contact the Department immediately once the sign has been removed.

If the sign is removed without notification to the Department, you may nevertheless incur mobilization costs. Without notification, the Department may dispatch its demolition contractor to remove the sign and you could be assessed as much as $1,000.00.

Thank you for your assistance in resolving this matter. Please feel free to contact our office if you have any questions.

Sincerely, Michael Green, Outdoor Advertising State Administrator

EXTERNAL SENDER: Use caution with links and attachments.

Kaitlin, FYI I looped @Pye, Kenneth into this about a month ago. Our landlord actually used Kent Hipp with Gray Robinson who we all know to be an expert on these matters, and even he was unable to find legal access. We inherited these billboards that were built in the 80’s and have no history on how they were built so we are unable to access them for removal and will reimburse FDOT for their costs.

Feel free to call me with any questions. Thanks for your time.

Hi Kaitlin, It was nice speaking with you this morning. As discussed, in the past there was access to the property via the Turnpike, but we have since been told there is no legal access to the property via the ROW on either the Turnpike or I 95. The property owner worked with an attorney to try and gain access as there is a creek blocking access from the north side. That eƯort was unsuccessful, so we have had no choice but to terminate our leases and cancel the permits. As we have no legal access, we cannot reach the structures to operate them or remove them. I attached the two letters that previously granted access as requested.

Thanks, Matthew Okell Real Estate Representative – South Florida
