About this file
This is Addendum No. 3 to the contract documents and specifications for the Regional Bicycle Enhancements Eugene 2024 Federal Aid Project issued by the City of Eugene, Oregon on December 10, 2025. The addendum implements updated Disadvantaged Business Enterprise (DBE) program requirements in response to the U.S. Department of Transportation Interim Final Rule effective October 3, 2025. The primary changes include extension of the bid closing date from December 11, 2025 to December 18, 2025 at 2:00 P.M., and extension of the project completion deadline from April 6, 2026 to June 5, 2026. The addendum modifies submission requirements, bid forms, and project specifications to align with the updated federal DBE regulations published in the Federal Register at 90 Fed Reg 47,969 (2025).
The addendum eliminates multiple DBE-related requirements previously applicable to the project, including deletion of DBE commitment certification and utilization forms, DBE information pages, and ODOT policy statement documents. The project maintains a 0% DBE goal, and all previously required DBE contractual provisions have been suspended pending full implementation of the DBE IFR. Significant modifications to special provisions include updates to record requirements for subcontractors, material suppliers, and equipment providers at all tiers; revised requirements for paid summary reporting using form 734-2882 for subcontractors and suppliers with estimated payments exceeding $10,000; and clarifications to trucking services agreements. All bidders must acknowledge receipt and acceptance of Addendum No. 3 by signing and submitting it with their bid, with unsigned or missing addendums potentially rendering bids non-responsive. Bidders requiring additional information should contact Catherine Rohan at 541-682-8472 or crohan@eugene-or.gov.
