About this file

This is Appendix C of RFP #26-10, a Software Specifications questionnaire issued by New Braunfels Independent School District (NBISD) in Texas for the procurement of an Enterprise Resource Planning (ERP) and Student Information System (SIS). The RFP seeks a comprehensive integrated software solution to serve a district with over 9,700 students across 16 campuses and multiple administrative departments. Vendors must respond to 479 functional requirements organized across financial management, purchasing, personnel, payroll, budget preparation, PEIMS compliance, student attendance and registration, special education, student scheduling, testing systems, grade reporting, and ancillary departments including facilities, child nutrition, and transportation. The questionnaire requires vendors to indicate whether each requirement will be met by marking Y (yes), N (no), E (enhancement), or T (third-party provider), with explanations and associated costs required for enhancements or third-party solutions. Requirements encompass general ledger accounting with GAAP compliance, accounts payable processing with multiple check cycles, comprehensive payroll management with tax calculations and direct deposit capabilities, vendor management with automated numbering, purchase order processing with encumbrance tracking, fixed asset management, warehouse inventory control, employee and leave accounting, PEIMS data standards compliance, student demographic and immunization tracking, attendance monitoring with multiple report types, special education program management for over 3,000 students, automated student scheduling for secondary campuses, standardized testing data management, grade reporting with transcript capabilities, and miscellaneous departmental functionalities.

Pricing information is not specified within this specifications document, as it functions as a requirements questionnaire rather than a pricing schedule or contract terms document. No specific response deadline, award date, contract term, or renewal options are detailed in Appendix C itself. The document references responsibility assignments to various district personnel (identified by first names such as Jose, Vickie, Ginger, Max, Shannon, and others) but does not indicate incumbent vendors or current system environment details. Notably, three departments—Facilities, Child Nutrition, and Transportation—contain placeholder sections indicating that requirements scope documentation was to be provided separately but is not included in this appendix. Additionally, a "Wish List for Student Services" section identifies desired future enhancements including four-year academic planning capabilities, single sign-on authentication, digital parent approval workflows, customizable reporting, and sibling household linking, though these are not mandatory requirements. The specifications emphasize security through password protection and audit trails, interoperability through ODBC compliance and system interfaces, and flexibility through user-definable fields, report generators, and mass update capabilities across all functional areas.
