About this file

This document is a site tour notes attachment for the Trout Creek Cut-to-Length Stewardship IRSC, RFQ 12363N26Q4068. The site tour was conducted on Thursday, May 14, 2026, by the Contracting Officer's Representative (COR) Ariana Vargas and attended by representatives from three potential contractors: CTL Forest Management, Apex, and Sierra Valley Inc., along with USFS personnel Robert Guebard and Karen Ruklic (Contracting Officer).

The tour covered five work units with emphasis on haul route feasibility and access constraints. Unit 29 requires road work on FS Road 12N20 to accommodate CTL log trucks, as the alternate route to the highway is steep and rocky. Units 28, 13, 12, and 7 necessitate rebuilding a temporary road through an old unit northwest of Unit 28 to bypass an impassable dip in the FS road, with discussion of whether long log trucks can navigate FS Road 12N08 heading east/north. Unit 3 presents the most complex access issues due to its location on the busy Pioneer Trail county road and a Sensitive Ecological Zone (SEZ) in the southeastern corner that would provide optimal topographic access. The notes indicate that whole-tree harvesting is not feasible for Unit 3 due to SEZ and NEPA constraints, and that cut-to-length methodology is required to capitalize on current market conditions for pine and address access challenges. The government representatives requested that all attendees submit comments and questions to CO Karen Ruklic to facilitate improvements to the solicitation.

ATTACHMENT 9 - Site Tour Notes

Notes taken by COR, Ariana Vargas.

Site tour was held on Thursday, May 14, 2026.

Unit 29: CTL and Apex were at this stop. Started at the end of Nez Perce Rd so attendees could see the extent of the proposed haul route. Drove to the southern end of the unit to see another potential route out and a potential landing. Discussed the need for road work to make the existing road workable for haul (FS Road 12N20) back to Nez Perce because alternate route to the highway was steep, rocky and entering the highway would be difficult for a CTL log truck. Unit is fairly straightforward, no real questions.

Units 28, 13, 12, 7: All attendees were at these units. Again discussed roadwork, such as rebuilding the temp road through an old unit below (Northwest) of unit 28 to bypass a large dip in the FS road that is not accessible to log trucks/ chip vans. Discussed how a long log truck may be able to better navigate the remainder of the road past unit 12 and 7 (heading east/ north) on FS Road 12N08).

Unit 3: Apex and Sierra Valley came to this stop. This unit has complicated access due to the busy county road (Pioneer Tr) and the SEZ in the southeastern corner that would also be the better place to access based on topography. Also discussed the amount of trails and proximity to homes. Discussed why the unit could not be done whole tree, as the benefits of long logs in the current market and to help with access issues was brought up. Whole tree is not an option due to SEZ’s and NEPA.

Given the current market for pine and the relative complexity of the project, the government representatives encouraged attendees to email theirs thoughts, comments and questions to the CO, Karen Ruklic, so that improvement could be made to the solicitation.
