HEADQUARTERS 9TH RECONNAISSANCE WING (ACC)
BEALE AIR FORCE BASE, CALIFORNIA

MEMORANDUM FOR 9 CONS
FROM: 9 SFS/S4
SUBJECT: Statement of Need Brand Name Justification or Equal Armory and Vault for Arms, Ammunition, and Equipment (AA&E) storage.
1. Purpose: To provide the 9th Security Forces Squadron (SFS) Armory and Combat Arms vault with the capability to effectively secure and store the following: rifle, pistol, machine gun and grenade launcher weapon systems, munitions, and night vison equipment. The new storage system should be designed for currently employed weapon systems (M18/M9/M4/M240/M249/M203) as well as new weapon systems being fielded in FY21/22 (M4A1/M320).
2. Requirement: Armory: Blue in color universal steel weapons storage units with steel anchored footplates that are lockable to store the following: 685-pistols, 710-M4/M4A1 rifles (with optics and flashlights attached), 14-M240 (each with spare barrels), 33-M249 (each with spare barrels), 63-M203/M320, 10-shotguns, 73-M16, and 1-revolver. Weapon rack doors will be perforated to allow for visual inventory of weapons while rack doors are closed. Weapons racks will be installed with a mobile carriage system and rubber flooring throughout. Two blue in color work benches with steel anchored footplates. Vault: Universal steel weapons storage units with steel anchored footplates that are lockable to store the following: 56-pistols, 56-M4/M4A1 rifles (with optics and flashlights attached), 4-M240 (each with spare barrels), 1-M249 (with spare barrel), 8-M203/M320, and 4-shotguns. Weapons rack doors will be perforated to allow for visual inventory of weapons while rack doors are closed. Steel bulk storage section with corrugated steel shelve (at least 5 shelves) that have a load capacity of 1500 lbs per shelf with steel anchored footplates. Install equipment and remove or replace existing fixtures as needed.
Installed equipment must meet Unified Facilities Criteria (UFC), OSHA and Air Force restrictions on overhead clearance for ceiling mounted fire-suppression systems. Per AFI 31- 101, Integrated Defense, paragraph 8.4.2.11.3.1. : “Within this storage area, DoD inert weapons must be stored in a locked, steel storage cabinet or in a commercial lockable weapon storage rack. (T-3) Weapon storage cabinets/racks must be bolted/secured to the floor/wall to prevent their easy removal. (T-3) Steel shackled padlocks must be used to secure cabinets and weapon racks (closed shackled steel padlocks will be used if possible; combination locks are not authorized). (T-3) Lock/key control procedures must be established to ensure only authorized personnel have access to storage area exterior door and cabinet/rack keys.”
3. Impact: If the 9 SFS will lack the capability for proper storage and security of Arms, Ammunition, and Equipment. Additionally, the main Armory is currently not suitable to support the expanded inventory for updated weapons systems mandated by Secretary of Air Force Defender Initiative. The influx of over 300 M18 pistols, 350 M4A1 rifles and M320 Grenade launchers will overwhelm our current storage capacity. The main armory can no longer provide courtesy storage for Wing deployers and transient TDY personnel and we do not have a secondary arming point to support an increase in FPCON measures or emergency relocation in the event of a building evacuation. Finally, we will fail to meet AFI 31-101, Integrated Defense, paragraph 8.4.2.11.3.1. : “Within this storage area, DoD inert weapons must be stored in a locked, steel storage cabinet or in a commercial lockable weapon storage rack. (T-3) Weapon storage cabinets/racks must be bolted/secured to the floor/wall to prevent their easy removal.
4. Delivery Date: 90 days ARO.
