About this file

This is a Proposal Submission Form for the City of North Carolina's Small Business Readiness Curriculum Development RFP #269-2026-156. The City seeks a qualified company to design a comprehensive training curriculum that builds small business capacity and readiness to participate in upcoming City-led projects. The selected company will be responsible for curriculum development only, including the training plan and train-the-trainer training, while delivery of the curriculum will be carried out by other designated facilitators and organizations. Proposals must be submitted within 180 calendar days from the proposal due date, and the City reserves the right to reject any and all proposals or make awards according to its best interests.

The form requires companies to certify that they have not engaged in prohibited discrimination in soliciting and selecting subcontractors, vendors, or suppliers based on race, ethnicity, gender, age, disability, or other unlawful forms of discrimination. Proposing companies must maintain documentation demonstrating non-discriminatory practices and must provide a list of any discrimination complaints or pending legal or administrative proceedings filed against them within the past ten years, including the status and resolution of such complaints. Additionally, companies must certify that all information in their proposals is true and accurate, that owners, employees, directors, and contractors will not violate the City's Conflict of Interest Policy, and that no subcontractors' or the company's personnel will be in violation of employment relationship policies if a contract is awarded.

1. In preparing its Proposal, the Company has considered all proposals submitted from qualified, potential subcontractors and suppliers, and has not engaged in or condoned prohibited discrimination.
