About this file

This is a Statement of Need (SON) for the replacement of a generator Human Machine Interface (HMI) screen system at Building 23265 at Beale Air Force Base, CA. The requirement is for the 548th Intelligence, Surveillance and Reconnaissance Group, which operates $2 billion worth of Distributed Common Ground System equipment.

The contractor must replace the existing non-operational Wonderware Master Operator Interface Terminal (MOIT) and install a new HMI system for ASCO manufactured generator switchgear equipment. Key requirements include removing existing hardware/software, installing a new MOIT system compatible with onsite generators, configuring the HMI for real-time data visualization and control, performing system integration and testing, and ensuring compliance with industry standards and cybersecurity protocols. The work must be performed during standard base hours (Monday-Friday 7:30AM-6PM) and includes a five-year warranty requirement. Contractors must obtain proper base access through the Wheatland Gate and comply with all base regulations. Photos show the existing 24-inch diagonal screen system with 2-inch black border mounted in gray equipment cabinets.
