The project consists of comprehensive rehabilitation of an existing wood-frame residential structure to return it to a safe, code-compliant, clean, durable, and move-in ready condition. The scope encompasses 13 major work categories: preconstruction and permits, environmental and hazardous materials assessment, cleanout and demolition, structural repairs, roofing and exterior dry-in, siding and exterior improvements, plumbing and water/sewer lateral work, electrical systems, HVAC and ventilation, interior reconstruction and finishes, kitchen and bathroom work, site work and drainage, and final inspections and closeout. Award notification is scheduled for August 28, 2026, with an anticipated project start date to be determined. Contractors are encouraged to conduct site visits and verify all field conditions, quantities, structural conditions, code requirements, and permit requirements before submitting final pricing.

The contract is structured as a lump sum or unit price arrangement, with the base bid including all labor, materials, equipment, supervision, permits, disposal, testing, inspections, protection, temporary utilities, cleanup, and documentation necessary to complete the work. The document includes ten identified alternates and unit price options to address unknown conditions revealed after demolition, including full siding replacement, additional framing work, water lateral excavation, hazardous materials abatement, and HVAC system selections. NRDC strongly encourages participation by New York State-certified Minority- and Women-Owned Business Enterprises, Service-Disabled Veteran-Owned Businesses, Section 3 business concerns, and qualified local contractors. All selected contractors must comply with applicable federal and state equal opportunity, nondiscrimination, MWBE, and SDVOB requirements. Contact for inquiries and bid submissions is Calsie Granger at cgranger@northcountryruraldevelopment.org or 518-585-6366.
