FEMA – B710 Longs Peak Conference room

DENVER FEDERAL CENTER, LAKEWOOD, COLORADO

Amendment 0004 is issued to accomplish the following:

Incorporate all Questions (Q) and Answers (A)

1. (Q) As the control system is part of this initial upgrade, is the Bi-Amp Volume Select 8 necessary?

(A) No, the simple volume control is not required due to the control systems inclusion.

2. (Q) Will any of the initial 8 microphones be utilized in the future for conferencing capability? If so, where will echo cancellation be performed (will we need AEC-2HD input cards for the BI- AMP Audia Flex)?

(A) Yes, echo cancellation will be required for future video conferencing functionality. Echo cancellation input cards for the BiAmp DSP are preferred. Clearly indicate if alternative acoustic echo cancellation architecture is proposed such as that offered through Revolabs.

3. (Q) The BI-Amp Audio Flex is a modular system with the capability of 12 Dual-Channel Input/Output Cards for a maximum combination of 24 single channel inputs or outputs. The BI-Amp Audio Flex is the only device specified that provides switching of audio sources. As a minimum 4 of the Dual Channel Cards need to be output cards (see 4a below). This leaves a maximum possibility of 8 Dual-Channel Input modules. Assuming all TV, PC and DVD audio is stereo there would need to be at least 15 Dual-Channel Input Modules. Please clarify the amount of audio sources needed as I am not seeing enough input capability on the BiAmp Audio Flex to handle the number required.

a. Outputs

i. QSC CX 302 Amplifier (2 Outputs)

ii. QSC CX 204v Amplifier (4 outputs)

iii. VTC Audio (Future)(1-2 Outputs)

iv. Total: 8 Outputs (4ea, OP-2e Dual-Channel Output Cards)

b. Initial Inputs

i. 8 Microphones ( 8 inputs)

ii. 1 DVD Player-Stereo (2 inputs)

iii. 3 PCs -Stereo(6 inputs)

iv. 3 Composite Video w/Audio - Stereo(6 inputs)

v. 4 TV Tuners -Stereo(8 inputs)

vi. Total: 30 Single Channel Inputs (15ea, IP-2 or AEC-2HD Dual-Channel Input

Cards)

c. Future Inputs

i. 8 Additional Microphones ( 8 inputs)

ii. Polycom VTC ( 1-2 inputs)

iii. Total: 10 Single Channel Inputs (5ea, IP-2 or AEC-2HD Dual-Channel Input

Cards)

(A) The recommended equipment list is not intended to be all inclusive. Provide additional DSP input expansion or AudiaFlex frames as needed for a functional system with the options selected (Audio System, Projection System, Window Processor Upgrade and Control System). DSP expansion for future items would be added at the time of upgrade.

4. (Q) A Ceiling Trim Kit was called out for the Projection Screen, but could not find any reference on DaLite’s website that stated that a ceiling trim kit was required for this type of screen. Can you please clarify or provide a part number.

(A) The recommended equipment list calls out a ceiling trim kit to cover alternate screen manufacturers and models which require this part to be ordered separately. Provide a flush mounted and trimmed projection screen for a clean finished appearance.

5. (Q) The requested projector is no longer available. May we substitute for the Christie D HD700 projector?

(A) Yes, the Christie DHD700 Dual Lamp Projector is acceptable.

6. (Q) Geiler & Associates recommend, but did not budget for, a Pedestal Lectern and Whiteboard. Do you want these two items included in the quote? Are we allowed to price them separately as options?

(A) The Lectern should be included; however, the Whiteboard does not need to be. You may provide a separate line item in your proposal for additional services. This should be clearly distinguished from the requested services to avoid confusion during bid evaluation.

7. (Q) Statement: Section 14, Scope Of Work, Project Scope states:

a. Contractor shall install a system that is fully functional and meets the design intent of the

Audio & Video System Description for Longs Peak Conference Room – Denver Federal Center as described by Geiler & Associates, LLC dated July 30, 2008.

b. Contractor shall include implementation of: Audio System Upgrade, Projection System with Upgraded Window Processor, and Control System as detailed in the Audio & Video System Description (attached). Geiler and Associates, LLC, Consultants Assessment contains the following Appendices:

c. Ref: Audio & Video System Description - Updated August 26, 2009

d. Longs Peak Conference Room - Denver Federal Center

e. Audio system upgrades (Appendix A)

i. Statement: Amplifier for ceiling speakers 4Ch

1. Question: What is the intended need for four audio zones in a single undivided conference room?

(A) FEMA has requested the ability to divide the room and ceiling speakers into four zones such that four groups can operate simultaneously with independent program material during an emergency response situation. This would also include future “additional LCD Screens” (NIC) at each quadrant.

f. Video System Upgrade (Appendix B)

7A. (Q) i. Statement: Dual Lamp, 4100 Lumen, 1920x1080 projector

1. Question: Was the Christie HD405 requested by customer?

(A) Product has been discontinued, see question #5.

7B. (Q) 2. Does the government require dual redundant projector lamps?

(A) Yes, dual lamp is required, see question #5 above. If alternate solutions are proposed such as a video wall, rear projection or LCD array clearly identify base bid cost with separate line item for additional costs to upgrade.

7C. (Q) ii. Statement: Four window Processor Extron MGP 464

iii. Add/alternate: Upgrade Window Processor

1. Question: Does the government expect the contractor to provide optional pricing for the Add/ Alternate option?

(A) YES

7D. (Q) iv. Statement: TV Tuner Extron AVT 100N

1. Question: Is the government providing video and audio sources for the TV Tuners?

(A) Local CCTV systems are in place.

7E. (Q) a. If so, is the intended signal digital or analog?

(A) The existing CCTV system is analog.

7F. (Q) v. Statement: Optional: Basic Controller

1. Question: Does the government require the optional controller option?

(A) See question #1.

7G. (Q) g. Control System (Appendix C)

i. Statement: Touch screen controller Crestron TPS6x. It is our experience with the scope of this project a six inch touch panel would not allow for optimal space for control interface.

1. Question: Would the government allow for a larger wireless Touch Panel to be quoted?

(A) Yes, it is recommended that proposed upgrades be provided as separate line items.

7H. (Q) h. High definition Video Conference System (Appendix D)

i. Statement: HD Video Conference Codec Only Polycom HDX 9002

1. Question: Does the government require multipoint and people+content support with the VTC Codec? Does the government require dual monitor support with the VTC Codec?

(A) Yes, for windowing or future LCD’s. This item is Not in Contract (NIC).

7I. (Q) ii. Statement: PTZ Cameras Sony EVI-HD1

2. Question: What is the intent for two ptz cameras?

(A) Intent as stated in narrative. This item is Not in Contract (NIC).

7J. (Q) i. Statement: An additional recommendation for Furniture.

1. Question: Is it the Governments intention to exercise only

Appendices: Audio Systems Upgrade (Appendix A), Video Systems Upgrade (Appendix B) and Control System (Appendix C) for the conference room only or does the Scope of Work include exercising the installation of all Appendices, A, B, C, D, E and F, recommended by Geiler and Associates to also include the furniture option?

(A) Please read Section 14 “Scope of Work” item b as referenced in question #7.

8. (Q) Does the cabling infrastructure need to be run in conduit? If not, does the cabling infrastructure require plenum rated cabling?

(A) Conduit is not required. However, cables should be bundled in rings where feasible and generally secured above the ceiling. Any cabling in the ceiling must meet NFPA requirements. The building does contain an open plenum.

9. (Q) Does the government require one way or two way conductivity to the overflow conference room? (Ref. Design and Install Document Video Tie Lines- Appendix E)

(A) Appendix E is not a part of the current project.

10. (Q) Is there an open pull line in the existing conduit running to the overflow conference room? (Ref. Design and Install Document Video Tie Lines- Appendix E)

(A) Appendix E is not a part of the current project.

11. (Q) The solicitation speaks to “future expansion” twice, in the fiber cabling section and the TV section. Do the TV’s go in the other building or in Longs Peak conference room?

(A) The other conference room in question is in Building 710 on the first floor. The tie to the other conference room is not a part of the current project.

12. (Q) Are you aware of any existing devices on-site that may hinder the performance of or cause interference with the wireless products in the bid documents? These include the wireless Revolab microphones and the Crestron wireless touch panel. In addition, did Geiler & Associates, when creating their analysis, test for RF interference or other wireless interference that we need to be aware of?

(A) No testing of RF interference was completed. An in-building cellular repeater system will be installed within the next two months. Carriers included are Verizon, AT&T and Sprint/Nextel. No Crestron or Revolabs equipment is currently in use.

13. (Q) Do you have CAD files available with general floor plans, electrical, and reflected ceiling plans for this project? If so, when will they be released to the contractor?

(A) No.

14. (Q) Do you have any special requirements or restrictions with cutting into the drywall or ceiling tiles in this room? We assume that local and national codes and UL recommendations need to be abided by but are curious if the Federal Center has its own requirements or set of guidelines.

(A) All penetrations must be compliant with NFPA requirements. There are no additional special requirements for this room.

15. (Q) Are additional matching ceiling tiles available and if so, how many and where are they located?

(A) Brand/style can be provided by the Operations and Maintenance contractor. Since this project is outside of their responsibilities, they are not responsible for replacing damaged or broken tiles.

16. (Q) Clarify the scope of the initial proposal. Our understanding is that we will be proposing the following;

a. Audio System Upgrade(Appendix A)

b. Video System Upgrade (Appendix B)

c. Video System Upgrade – Optional Upgraded Window Processor

d. Control System (Appendix C)

(A) Yes.

17. (Q)The Scope of Work states that design shall meet Geiler & Associates description dated

July 30, 2008. There is a later description dated August 26, 2009. Does the August 26, 2009 description supersede the July 30, 2008 document?

(A) Yes.

18. (Q) Is a bid bond required?

(A) No

19. (Q) Do “Exhibit 1” Reference forms count in the technical proposal 8 page limit?

(A) No

20. (Q) If proposed equipment spec sheets are included, do they count in the 8 page limit?

(A) No

21. (Q) I wasn’t sure what date of Scope of work we were bidding. 8-26-09 or 7-30-08?

(A) 8-26-09
