About this file

This is a Memorandum to the File Explaining the Absence of Competition for a succeeding lease procurement (Project No. 8AZ2239) for the U.S. Attorneys office in Yuma, AZ. The document justifies awarding a sole-source succeeding lease without full and open competition under GSAR 570.402.

The General Services Administration (GSA) currently leases 4,442 ABOA/4,442 rentable square feet of office space under lease number GS-09P-LAZ02703, which expires on 12/12/2024. GSA intends to award a 15-year succeeding lease to the incumbent lessor for the same square footage. Market research using CoStar identified only one other potentially acceptable location in the delineated area. The agency determined it is in the government's best interest to remain at the current location since relocation would incur move and replication costs that would not be recovered through competition. The U.S. Attorneys is satisfied with the current space, and the GSA Lease Administration Manager confirmed the lessor is responsive. The rental rate is deemed fair and reasonable by the GSA Lease Contracting Officer and falls within the market range for the Yuma, AZ area.
