About this file
This document is a Request for Information (RFI) from Battelle Memorial Institute, Pacific Northwest Division, seeking detailed technical expertise for engineering, procurement, and fabrication of a pilot-scale hydrothermal liquefaction (HTL) plant. The RFI contains seven specific questions designed to assess potential contractors' capabilities in thermal conversion systems, biomass processing, hazardous area equipment design, pilot-scale system fabrication, separation systems, materials selection, and federal contract management experience.
The RFI supports Battelle's goal of developing a pilot HTL plant capable of processing 0.5 dry tons per day of biomass, with the primary objective of demonstrating uninterrupted 500-hour operation producing approximately one barrel per day of biocrude. This project, supported by the Department of Energy, aims to advance hydrothermal liquefaction technology for converting high-moisture organic waste (such as municipal sludge, algae, food waste) into renewable liquid fuels like synthetic aviation, marine, and diesel fuel. The RFI is part of Battelle's broader effort to establish the largest HTL process research facility in the United States and attract stakeholder investment for potential commercial-scale implementation.

| Company Response |
1. Does your company have experience in design, procurement, and fabrication of thermal conversion systems at moderate-temperatures (up to 400 °C) and high pressures (up to 200 bar), for biomass materials? Specifically, has your company designed systems for hydrothermal liquefaction?
a. If yes, please elaborate in as much detail as possible.
b. If yes, please list specific design and manufacturing capabilities and specialty related to the field.
2. Does your company have expertise in handling dry and wet biomass materials, including pre-processing unit operations to modify particle size distribution or viscosity of biomass slurries?
3. Does your company have expertise in the design of equipment to be used in hazardous classification areas (e.g., Class I, Division 2), including the handling, processing, and storage of flammable liquids (Class IA)?
4. Does your company have expertise in the design and fabrication of pilot-scale systems (less than 10 dry tons per day throughput) that are subject to intermittent operations (e.g., operational campaigns are expected to be 100 to 500 hours in duration)?
5. Does your company have experience in designing separations systems for emulsions containing oil, water, and solids?
6. Does your company have expertise in selecting compatible materials of construction for reactor systems subjected to moderate-temperatures (up to 400 C) and high pressures (up to 200 bar), temperature and pressure cycling, and processing slurried materials that may be abrasive?
7. Has your company worked previously as a contractor to a national laboratory and is it familiar with federal guidelines for contract management?
