SFOP0007000: Gender-Based Violence Prevention in Brazil and/or Paraguay NOFO Questions
Q: Is there a percentage limit for subcontractors? Are there rate caps or budget guidance for subcontractors?
A: There is no percentage limit for subcontractors and no rate cap. Subcontracts must abide by all of the same rules and regulations as the prime applicant and all costs must be allowable, allocable, and reasonable. Please see the budget guidelines document attached in the Notice of Funding Opportunity “related documents” tab on grants.gov for more detailed guidelines.
Q: Question about eligibility of a specific organization.
A: All U.S.-based non-profit/non-governmental organizations subject to section 501(c) (3) of the U.S. tax code; Overseas non-governmental non-profit organizations; Foreign Public Entities and Public International Organizations (PIO); U.S.- based institutions of higher education, and accredited overseas universities are eligible to apply for this Notice of Funding Opportunity.
Q: We would like to kindly obtain more information about the announcement that will be finalized on July 7, 2020. As well as, if possible, help in submitting the project proposal in Socio-Environmental, Aimed at Environmental, Energy Sustainability, Economic, & Sustainable; which will help people in the vulnerable community who are suffering the serious impacts of COVID-19. Therefore, it will be a creative alternative while encouraging a greener economy and less environmental impact for the planet; a way to survive with the economic crisis that is happening at the same time in Brazil.
A: Please see the attached NOFO in the “related documents” tab on grants.gov for more detailed information on eligibility and application requirements. Please note that the focus of this opportunity is gender-based violence prevention in Brazil and/or Paraguay and all applications are due by July 7, 2020 as noted on grants.gov.
Q: Can clarification be provided on what monitoring and evaluation components are necessary for proposal submission, specifically, should a logic model be submitted in combination with a results/logic framework and PMP?
A: The PMP should include a logic model, which is also called a results/logic framework, in addition to a monitoring plan. Please see the PSI (Proposal Submission Instructions) document in the “related documents” tab on grants.gov for detailed submission requirements and instructions.
Q: I would like more information about the notice to prevent gender violence in Brazil, when we click on the "Link to Opportunity in SAMS Domestic" we get a login from which we do not know how to proceed.
A: You may request a new log in with SAMS Domestic, but you do not need to apply in SAMS Domestic for this opportunity. You may apply within grants.gov by registering for an account and then selecting the red “apply” button. All of the necessary related documents are located in the “related documents” tab on grants.gov.
Q: I would like to confirm if the SFOP0007000 grant opportunity will only award one project in the total amount of $641,975? Or several projects until achieving the total funding limit?
A: One project will be selected for funding, subject to availability of funds.
Q: 1) Do we need to inform the DUNS number of each partner? 2) How it is expected to be a combined submission in the system? 3) Can the organization apply alone and inform in the proposal the names of the intended NGOs/CSOs to be part of the project in case of approval? 3.1. If yes, do we need any comprobatory document signalizing a potential partnership?
A: 1) The lead/prime applicant must submit its DUNS number. 2) A lead/prime applicant must submit the proposal. 3) Yes, the applicant can list intended partners/subrecipients. Letters of commitment/support from intended partners/subrecipients are recommended but not required.
