1 Does 1" border requirement apply to headers and footers, as well?
Answer: No
2 Is it correct to assume that the first page of the Solicitation is needed to be submitted with Price Proposal, meaning that A.2 Price/Cost Schedule does not also need to be included?
Answer: It is correct the 1449 first page must be signed and submitted with your proposal. However A.2 Price/Cost Schedule also needs to be filled out. You can submit a more detailed price proposal showing how you came to the numbers listed in A.2 Price/Cost Schedule.
3 Although “Proposals will rated based on total price” should it broken out as shown in the Statement of Work, 8.0 Schedule of Performance?
Answer: Yes
4 Can form of Price Proposal be as a “Not-to-Exceed” or must it be fixed cost?
Answer: Yes this is a labor hour contract and the labor hour Contract Line Item Number (CLIN) will have a not to exceed amount. You will need to provide your labor categories and hourly rates and list out any expected Other Direct Costs (ODCs).
5 What does “Size Standard” mean on the first page of the Solicitation?
Answer: The government sets some contracts aside for small businesses. A size standard is used to determine whether a business is or is not a small business. There is no set aside for this contract and thus this does not apply.
6 What does “Code” and “Facility Code” refer to in 17a on the first page of the Solicitation?
Answer: For code, enter the “CAGE” code you were issued as part of your SAM registration. Facility code applies if you run a facility that requires a security clearance. Facility code should not apply to this contract.
7 The first page of the Solicitation states in Item 8 that “Offer Due” by August 26, 3:00 pm whereas the website https://www.fbo.gov/index.php?s=opportunity& mode=form&id= 905ab05ed675fbe222e74be0066643df&tab=core&_cview=0 states 12:00 pm (Noon); which is correct?
Answer: July 26, 3:00 pm is correct.
8 Should responses to Page 6 of Solicitation “A.3 52.212-3 Offeror Representations And Certifications - Commercial Items (Nov 2017)” be included in Cost or Technical Proposal?
Answer: Neither the Certs & Reps are part of your SAM registration so I should be able to get them from SAM. You may submit a copy of them if you like and it will not count against your technical or price proposal page numbers.
9 What does the acronym CLIN mean?
Answer: Contract Line Item Number.
10 One of the subject areas in the “Technical/non-price evaluation criteria” of the Solicitation is “Past Performance.” Is this reference to previous FERC work, a specific project(s), summary of LNG projects or something else?
Answer: Past performance should demonstrate the personnel qualifications, technical requirements, and any work experience related to scope of work outlined in this RFP.
11 Appendix A, Statement of Work, Section 7, there two questions relative to “using software compatible with FERC’s systems along with a hard copy.” 1) What software does the FERC use for email? 2) One hard copy of all deliverables is to be delivered to the FERC to whose attention and to what address.
Answer: 1) Microsoft Outlook. 2) The POC for technical work will be provided upon contract award.
12 The Solicitation requests “Organizational and Personal Conflict of Interest” to be included in Proposal, does a competed and executed Appendix B OCI Questionnaire suffice or is more required?
Answer: You will need to submit both Appendix B OCI Questionnaire and Appendix C Contractor CEII Non-Disclosure Agreement. Appendix D does not need to be filled out.
13 In Appendix B, Question 5, what is the definition of an “energy concern”?
Answer: Energy concern means a business primarily engaged in energy matters.
14 In Appendix B, Question 7, if no “entities” were identified in Question 6, should this question be left with no response?
Answer: Yes
15 In Appendix D, it asked for “(applicant name)’s” Request for Proposals. It is not the “applicant’s” Request for Proposal. It would seem it should be written as “(applicant name)’s response to the FERC’s Request for Proposals. Is this the correct interpretation?
Answer: Appendix D does not need to be filled out.
16 Further in Appendix D it would seem that “preparation of an Environmental (Assessment/Impact Statement)” is inappropriate and something more along the line of “technical review and evaluation” would be appropriate. Is this the correct interpretation?
Answer: Appendix D does not need to be filled out.
17 I request some clarification regarding the Price/Cost Schedule section within the proposal documentation for solicitation # 89603018Q0096. It has Item number 002 Travel & Miscellaneous but says we should not quote a price. Would you like a quote for travel expenses or would you prefer us to input “Not Applicable”?
Answer: Not Applicable will be fine. Once award is made we will fund the travel/Misc./ODC CLIN to a not to exceed amount.
