(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Best Value (see criteria below)
Technical Acceptability will be evaluated based on a comparison of the specification sheets of the quoted utility bed to the attached list of specifications. The specification sheets provided must include sufficient detail for Southwestern to determine that the quoted utility bed meets the salient specifications listed in the attachment to be considered Technically Acceptable. Failure to provide technical specification information may result in the quote being rejected.
Total Lead Time for the ordering of the utility bed and total lead time for completing the installation once the truck is picked up will be evaluated. Failure to include the Lead Times mentioned above may result in the quote being rejected.
Price of the utility bed, price of installation, and price of travel to and from Springfield, MO (for pickup and delivery), minus the trade in credit offered for the OEM vehicle bed, front bumper, and rear bumper that are removed from the vehicle will be combined to evaluate Overall price.
Southwestern will award to the offeror who represents the best value to the Government based on the following criterion (in order of importance from most important to least):
1. Technical Acceptability
2. Total Lead Time
3. Price
This solicitation will result in the award of a firm fixed price purchase order pursuant to the terms and conditions below. Terms and conditions other than those stated will not be accepted. The above pricing is all inclusive.
(b) Options (if applicable): The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
