About this file

This document is an amendment to Solicitation No. 89503224QWA000600 for CODY-LV-NC OPGW Installation Traffic Control services. The Western Area Power Administration (WAPA) requires a contractor to perform traffic control services at various road crossings between the Lovell Substation and North Cody Substation along a 69 kV transmission line in Wyoming.

The amendment provides answers to questions from prospective vendors. Key details include: there are no freeways to cross, but there are some busy US Highway crossings; traffic may need to be limited to one lane for up to 30 minutes at a time to accommodate the aerial work, but complete stoppages will only occur in a catastrophic incident; the helicopter will only cross highways if absolutely necessary, for a couple minutes at a time; expected work hours are up to 10 hours per day, not starting before 7:30 am, and the traffic control points are limited to the areas circled on the map. The contractor will need to set up and break down the work zones as they move between the crossing locations.

will only need to be completely stopped in the event of a catastrophic incident that drops wire on the highway during the wire stringing operation. If a catastrophic event occurs and traffic stoppage is needed, the length of time for the Hwy closure will depend on the amount of time it takes to evaluate the situation and develop a plan to make the situation safe for our workers and the public.

3. How often will the helicopter need to cross over and will there be clear communication on when that will happen?

A3: WAPA is utilizing a helicopter to fly men suspended below it on a long line from power line structure to power line structure. FAA regulations require highway traffic to be stopped if a helicopter is used in this manner while crossing major highways. The plan is not to have men flown over highways for this reason, but if there is an unplanned immediate need to ferry men quickly such as a catastrophic event happening, there a small potential that traffic would need to be halted for the short time it would take to fly men over the highway, no longer than a couple of minutes each passing. As far as communications, a spare radio may need to be supplied to the Foreman.

4. What are the expected work hours? Is there the potential to need light plants?

A4: Traffic control may be needed for up to 10 hours but mostly 4-6 hours per day not starting earlier than 7:30 am

5. Are the areas circled on the map the only areas of crossing in which traffic control will be set up?

A5: Yes that is correct.

6. Are we able to set up & breakdown work zones as we go for each crossing?

A6: The distance between the two points that the fiber optic being installed at any given time is at minimum 15,600’ and the longest distance is
