2. It is the intent of this section to set forth WAPA’s desired construction details and minimum requirements of the optical ground wire. A detailed description of the cable proposed by the Offeror shall be provided to Western Area Power Administration for evaluation at the time of the submittal of the quote. The information required regarding the cable shall be at a minimum, the glass manufacturer, cable configuration, fiber grade and optical characteristics, mechanical specifications, sag and tension information, electrical performance, and all other pertinent information required for an accurate evaluation. The proposed cable shall use standard OPGW attachment hardware for installation.

a) The cable shall be compliant with the requirements of the electrical system on which it is to be placed. It will be a telecommunications grade optical cable designed for high-speed transmission of voice, data, and video communications. The cable shall combine stainless steel tube fiber units, with a compatible center element and aluminum clad steel and alloy wires.

b) Each cable shall have traceability of each fiber back to the original fiber manufacturer’s fiber identification number and parameters for the individual fiber. d) Each fiber in a tube shall be distinguishable from the other fibers by means of color-coding.

The color formulation shall be compatible with the fiber coating and the buffer tube filling compound and shall be heat stable. It shall not be susceptible to migration and it shall not affect the transmission characteristics of the optical fibers. For fiber units incorporating more than 12 fibers, a color-coded string binder scheme may be utilized to segregate bundles of up to 12 fibers.

e) There shall not be more aluminum alloy wires than aluminum-clad steel wires in the outermost layer of wires. In order to protect against lightning strikes, the minimum wire diameter for the outermost layer shall be approximately 3.00mm.
