Brand Name Justification Western Area Power Administration
FAR 13.106-1(b)(1), Simplified Acquisitions

1. Identification of the agency and the contracting office.
Western Area Power Administration, Wyoming Nebraska region
2. Description of supply or service required to meet the agency’s needs.
WAPA requires DMC Power Brand parts for multiple connectors at various RMR Substation facilities. WAPA intends to issue Brand Name Only purchase order. The DMC parts required is shown in Section 5 of this justification.
3. The rationale or circumstances for limiting competition.
Currently, RMR needs the DMC power units, dies and assemblies for various substation facilities. The DMC power units, dies and assemblies are already in use for crimping wire and bus work throughout RMR by line crews and electricians. This system is required for all new Construction as per RMR Standards. This system reduces man hours by up to 2/3rd time needed to complete tasks. This system joins two separate entities (conductor and connector) to essentially make one unit, therefore eliminating the possibility of coming apart.
Using other systems, when a crimp came apart, it would take at least a 3 man crew minimum 8 hours to repair.
Management has taken the position that we will use this system. DMC has a unique “Swaging” (crimping) system that only allows their units to be utilized. Only genuine brand name DMC Power manufactured parts will be suitable.
WAPA has determined that using off-market or parts from another manufacturer may place personnel in danger, and may jeopardize the safe and effective functioning of this DMC Power system. DMC Power tooling is not certified or authorized to be used with any connector not manufactured by DMC Power. The mismatching of DMC Power tooling with a non DMC Power connector, or vice versa, creates a valid safety concern. If WAPA chooses to not follow DMC guidelines, than WAPA as the owner of DMC tools will be responsible for any damage that is created. In addition, all tooling and fitting warranties are void if non DMC Power products are cross used with DMC Power tooling or fitting.
In accordance with the authority at FAR 13.106-1(b), the CO has determined that the circumstances of this requirement deem only genuine brand name parts can fulfill the needs of the Government.
