About this file

This document provides notice of a two-step advisory process for a federal contract opportunity to rebuild a double-circuit 230-kV transmission line between Tortolita and Vail substations in Arizona. The scope of work includes constructing 59 miles of double-circuit and 5 miles of single-circuit 230-kV transmission lines, removing 58 miles of 115-kV lines, and installing fiber optic cables. The estimated price range is $50-90 million and performance period is 25-30 months. Respondents are to provide details on relevant prior transmission line construction experience by February 29, 2024 to the Department of Energy Western Area Power Administration for an evaluation of viability as a potential competitor for solicitation number 89503124RWA000063 releasing on March 25, 2024. Notification will be provided on which respondents are considered viable competitors and invited to participate in the subsequent solicitation process.

The U.S. Department of Energy, Western Area Power Administration (WAPA), is issuing this pre-solicitation notice in accordance with (IAW) FAR 15.202 Advisory Multi-Step Process, Vail-Tortolita Double-Circuit 230-kV Transmission Line Rebuild under Request for Proposal (RFP) 89503124RWA000063 with a tentative release date of March 25, 2024. The principal components of work include construction of 59-miles of 230-kV double-circuit transmission line; construction of 5-miles of 230-kV single-circuit transmission line; removing 58-miles of single-circuit 115-kV transmission line; fiber optic installation including optical overhead ground wire (OPGW), fiber splicing and all associated fiber equipment. The proposed construction schedule is:

• Tortolita to DeMoss-Petrie – North Segment: Approximately 12 months to construct 36 miles, or about 3 miles per month.

• DeMoss-Petrie to Vail – South Segment: Approximately 13 months to construct 23 miles, or about 2-3 miles per month.

The North Segment proposed completion date is April 23, 2026, and the South Segment proposed completion date is May 26, 2027. If the proposed completion schedule for the North and South segments cannot be met, provide an alternate schedule with the best and worst case for completion.

The proposed outage dates are as follows:

• Marana – Rattlesnake (North Segment): 4/1/2025 – 6/23/2025

• Tortolita – Marana (North Segment): 6/24/2025 – 10/16/2025

• Rattlesnake – Tucson (North Segment): 10/17/2025 – 4/23/2026

• Tucson – Del Bac (South Segment): 4/24/2026 – 10/26/2026

• Del Bac – Vail (South Segment): 10/27/2026 – 5/26/2027

The project magnitude is between $50,000,000.00 and $90,000,000.00. The work is in Arizona on the transmission lines between Saguaro, Tortolita, Rattlesnake, Tucson, DeMoss-Petrie, Del Bac, Nogales, and Vail Substations.

This solicitation will be issued for full and open competition. The NAICS code is 237130 Power and Communication Line and Related Structures. The applicable size standard is $45 Million Average Annual Receipts. The period of performance will be for approximately 25-30 months.

FAR 15.202 Advisory Multi-Step Process The presolicitation notice at a minimum, shall contain sufficient information to permit a potential offeror to make an informed decision about whether to participate in this acquisition. The following are the steps for submitting information and the evaluation criteria that will be used to advise respondents as to how likely they are to be viable competitors in the actual competition. Regardless of the feedback received as a result of this process, the respondent may still participate in the resultant acquisition if it so chooses. Entities that do not participate in this advisory process are not prohibited from submitting a proposal in the actual competition, but would be investing time and resources without the benefit of an initial review.

The respondent shall submit a written response in PDF format that addresses the questions listed below in Table 1. The page limit of the written response is ten (10) pages, single spaced and a minimum font size of 10. Content that exceeds the ten-page limit will not be read or considered.

• The respondent shall provide sufficient information for the Government to ascertain a level of confidence regarding the respondent’s experience as it aligns to the questions below.

• The respondent should submit a minimum of two (2) projects performed within the last ten (10) years. At least one (1) prior experience case must come from the respondent entity who will be the prime contractor of this requirement. The respondent may use prior experiences in which it served as prime, subcontractor, etc.

• The respondent must identify its own role in all the prior experience cases submitted. If the respondent plays no role in any submitted prior experience case, the respondent must affirmatively state that fact.

Demonstrated Experience

Table 1. Questions Question # Question Question 1 Please describe your prior experience implementing double circuit transmission line construction (230kV or higher) with directly embedded steel monopoles and base plated steel monopoles on concrete foundations.

Question 2 Please describe your experience with overhead transmission line construction near high population centers in congested areas with major crossings (such as interstate, highway, railroads, or waterways) requiring coordination with local, state, or federal agencies.

Question 3 Please describe your experience with overhead transmission line construction in proximity to other utility infrastructure to include higher voltage transmissions lines (greater than or equal to 115-kV) and lower voltage transmission or distribution lines (greater than or equal to 12.5-kV and less than 115-Kv).

Question 4 Please describe your experience with successful completion of an overhead transmission line construction project of at least 25 circuit miles.

Multi-Step Advisory Notification A Source Evaluation Board (SEB) will convene to evaluate all submissions in response to this pre-solicitation notice. The SEB will document its findings and provide those findings to the Contracting Officer (CO). Based on the initial evaluation of the provided submission, the CO will then notify each respondent in writing, whether or not based on the submission the respondent is likely to be a viable competitor in the upcoming RFP. The respondents that are considered viable competitors will be invited to participate in the RFP. The respondents that are not considered likely viable competitors will be provided the general basis for the determination.

Once the RFP is released, any entity, including respondents advised that they are not likely to be a viable competitor, or entities that did not respond to the initial notice, may participate. The respondents are responsible for making a business decision as to whether they want to submit a full proposal based on the previous notification from the CO about whether they are considered to be a “viable competitor”.

This is an advisory notification IAW FAR 15.202. FAR 15.505 is not applicable as there are no respondents being excluded from the competitive range.

Contractors must be registered in the System for Award Management (SAM) database (www.sam.gov) to be eligible to receive an award from any Federal agency.
