Performance Work Statement

U.S. DEPARTMENT OF ENERGY

WESTERN AREA POWER ADMINISTRATION

PERFORMANCE WORK STATEMENT

ABB ROLL-IN BREAKERS REPLACEMENT SERVICES

1.0 INTRODUCTION/BACKGROUND

1.1 Introduction

The Western Area Power Administration (WAPA), Desert Southwest Region (DSW), requires the services of a qualified contractor to perform all aspects of ABB installation of RMVAC medium voltage roll-in replacement breakers as set forth in this contract. This Performance Work Statement (PWS) describes the Engineering services and contractor furnished materials required by DSW for its Mead Substation located in Boulder City, NV.

1.2 Background

WAPA is a Federal power marketing administration that markets and delivers reliable, cost-based hydroelectric power and related services to wholesale customers in 17 states. The Desert Southwest Region is one of four regions of the Western Area Power Administration. Desert Southwest customer service region markets federal hydroelectric power to nearly 70 municipalities, cooperatives, federal and state agencies, and irrigation districts.

Most power sold by the Desert Southwest Region is generated from power plants operated at Hoover, Parker, and Davis dams. Power is also marketed from hydroelectric projects in the Bureau's Upper Colorado Region and the federal portion of power generated at Navajo Generating Station near Page, Arizona.

The Desert Southwest Region also operates and maintains more than 40 substations and 3,100 miles (4,950 kilometers) of transmission lines to keep the system running reliably. Our partnerships with our customers allow us to help them quickly restore service to local residents after storms or other major system disturbances.

1.3 Location/Site Contact

The location of the area needing parts and services is at the Mead Substation, 2051 Buchanan Blvd, Boulder City, NV 89005.

Directions:

In Boulder City, take Boulder Highway (Highway 95) and travel south to Buchanan Blvd. Exit onto Buchanan and go south for about 3 miles to the former Boulder City Area Office. The substation is at the end of the pavement around the curve.

The Contractor is to contact foreman, Randy Strand, 702-308-1665 [first backup contact is Grover Bray 602-605-2711 and second backup contact is Bob Conklin 702-308-1664] to verify that the site is ready for the performance of the roll-in breakers replacement, to refine the destination directions, and to coordinate arrival time to allow a WAPA representative to meet the contractor at the site. The Contractor will coordinate with WAPA that there is free and clear access to the location of the breakers, and proper Lock-Out/Tag out (LOTO) will be reviewed by Contractor.

2.1 The contractor shall provide six (6) RMVAC medium voltage roll-in circuit breakers for MED 138, MED 238, MED 338, MED 638, MED 738, and MED SPARE circuit breakers. The RMVAC replacement breakers must utilize an ABB AMVAC medium voltage operating mechanism. All new components shall include breaker element, breaker frame, interlocks, primary busing, secondary disconnects and wiring.

2.2 The contractor shall provide one ABB certified field technician to technically assist WAPA to replace and install six (6) RMVAC medium voltage roll-in circuit breakers for MED 138, MED 238, MED 338, MED 638, MED 738, and MED SPARE circuit breakers. One ABB certified field technician needed for three (3) days on site, and one (1) day for mobilization/demobilization.

2.2.1 WAPA must provide contractor with an accurate control wiring drawing for breakers and cubicles so that contractor can ensure secondary contacts correctly match with existing switchgear control scheme.

2.2.2 The ABB certified field technician provided by the contractor shall remove existing circuit breakers, (6) total. Prepare switchgear cubical to accept the new roll-in replacement breakers,

(6) total, and make upgrade recommendations where required. Must identify all electrical and mechanical connections that may be in place at each mounting position during the disassembly process of existing circuit breakers. Safety interlock verification and function operation must also be provided.

The Contractor is responsible for overall quality control and shall utilize its own internal quality control processes in performance of this contract. The Contractor shall develop and maintain a Quality Control Plan (QCP) to ensure all services are performed in accordance with the standards outlined in the Performance Requirements Summary section of this PWS.

The PRS is a listing of the significant performance objectives with associated performance standards that will be monitored and inspected by Government personnel. The performance standard represents the minimum acceptable level of Contractor performance. The performance objectives and standards represent only the critical components of this Contract, and do not excuse the Contractor from performance of other responsibilities identified in the PWS.

Performance Objective/Measure Performance Standard Contractor to provide ABB Field certified Technician. 100% ABB certified

Contractor to provide all parts necessary for the roll-in breakers replacement. 100% parts prior to commencement of work.

6.2 Government Surveillance of Contractor Performance

In order to supplement the Contractor’s QCP, WAPA personnel will verify Contractor compliance with essential performance requirements. The Government may use various methods to perform surveillance of Contractor performance, including customer input, random sampling, periodic inspection, contractor reporting, etc.

6.3 Contract Discrepancy Report (CDR)

A CDR (PWS Exhibit 1) will be initiated by the COR if, at any time during the performance period specified in the PRS, the results of WAPA’s surveillance show the number of observations of unacceptable performance during the period exceeds the threshold specified in the PRS, and the COR determines that the unacceptable performance was not caused by the Government. Instructions for completing the CDR are as follows:

6.3.1 The COR completes Blocks l through 6 and sends the form to the CO. Block 6 must include the

PRS number corresponding to the discrepancy, the threshold of that PRS item, the number of discrepancies documented, and the PWS paragraph reference describing the Government’s expectations for that PRS item.

6.3.2 The CO evaluates the CDR, and if appropriate, signs it and sends it to the Contractor with a cover letter requesting a response within a specified number of days.

6.3.3 The Contractor must complete Blocks 7 through 10 and return the CDR to the CO within the specified time period on the cover letter.

6.3.4 Upon receipt of the Contractor’s response, the CO, in consultation with the COR, will evaluate the Contractor’s response and take appropriate action. The CO will document the evaluation in Block 11 and action taken in Block 12.

6.3.5 In most cases, the preferred action is re-performance by the Contractor at no additional cost to the Government. If deduction from payment is the appropriate action, the COR and CO will calculate the payment deduction based on the performance period in which the discrepancy occurred. The deduction is taken from the Contractor’s payment as close as possible to the month in which the discrepancy occurred, but not necessarily the same month. The Government should not withhold payment of an invoice while calculating the deduction.

6.3.6 The COR will complete Blocks 13a and 13b. The CO signs the CDR in Block 13c. These signatures indicate concurrence with the actions taken.

6.3.7 In the event the CO determines that issuance of a CDR is not appropriate; the CO shall document the contract file indicating why such action is not appropriate.
