STATEMENT OF WORK
Technical and Programmatic Support of the U.S. Department of Energy, Office of River Protection, Tank Farms Project
GENERAL: This procurement will be issued under FAR 16.601 Time-and-materials contracts, sole source, in support of the Assistant Manager of Tank Farms (AMTF) to strategically manage the Tank Farms (TF) project under Scientific and Technical Consulting Services (Energy,) NAICS Code 541690.
TERM: Two years plus one option year
BACKGROUND: The DOE, Office of River Protection (ORP) is responsible for management and completion of the River Protection (RP) and Tank Farms (TF) projects mission. The mission, among others, is to store, retrieve, and treat DOE’s tank waste;
store and dispose of treated wastes; and close the tank farm waste management areas and treatment facilities safely and under environmentally compliant processes, be cost-effective, and adhere to energy-effective requirements. The mission is now in need of specialized expert technical support to the TF Assistant Manager to provide strategic management support of all upcoming TF related transition plan efforts.
ELEMENTS AND OBJECTIVES:
This is a sole source acquisition to procure expert technical support to the Assistant Manager of Tank Farms (AMTF) for strategic management of all upcoming TF transition plans, activities and teams; resolution, management and decision-making processes that will significantly contribute to a successful transition to the new Tank Farm Closure Contract (TCC), the new 222-S Laboratory Contract, and support completion of direct feed low activity waste (DFLAW). The TF Project has identified emergent mission critical tasks that demand resolution prior to contract awards. Therefore, ORP has determined it is in the best interest of the Government to execute this work under a sole source acquisition to resolve identified challenges to the TF Program mission success.
SPECIFIC DUTIES include but are not limited to:
1. Immediately provide support to expert technical support as a consultant to the DOE/ORP AMTF for all upcoming TF transition activities and team needs.
Advise senior management, provide reviews and recommendations for appropriate transition approaches and applicable tools. Provide support and assistance in preparing/reviewing transition related documents and other requirements to support of TF transition efforts and as directed by the AMTF.
2. Immediately provide expertise to utilize acquired expertise and recent knowledge of the Hanford Site operations to coordinate high-level integration decisions between other Government site contractors.
3. Immediately provide consultation with other organization units, DOE Headquarters, regulators, and stakeholders to assist in identification and resolution of conflicts and recommend corrective action to prevent delays and facilitate completion of work.
4. Brief senior management on technical issues, options for resolution, recovery plans, and facilitate decision-making
5. Immediately utilize expertise to provide expert technical support to the DOE/ORP AMTF for strategic management of TF operations to include programmatic advice and organizational strategies to ensure oversight is appropriately planned and executed to support TF operations and DFLAW activities.
6. Conduct critical assessments and implement actions to bring about systemic improvements in the TF oversight strategy.
7. Provide support in managing transitional documentation details and related support as directed by the AMTF.
8. Coordinate TF oversight strategy with senior management, as well as multiple organizations and disciplines to ensure necessary interfaces are in place for safe, compliant operations at the TF and Waste Treatment and Immobilization Plant
(WTP).
DELIVERABLES
1. Assessments, reports (weekly).
2. Follow-up on issues, findings, and other areas of concern (weekly).
3. Participation in meetings with senior management (as requested).
4. Participation on integrated project teams (IPT) (as required).
All deliverables shall be accomplished in accordance with the contract terms anticipated to be issued, including DOE/ORP procedures and other directions as provided by AMTF.
