About this file
This document provides details regarding a special notice and upcoming federal contract opportunity for environmental cleanup services on the Oak Ridge Reservation in Tennessee. The special notice outlines the Department of Energy's Environmental Management program's strategic procurement sequencing and projected release dates for major requests for proposals over the next six months due to COVID-19 impacts. This includes plans to release the draft RFP for the Oak Ridge Reservation Cleanup Contract in 15 to 60 days, with a final RFP release date scheduled for no sooner than December 2020. The related federal contract opportunity synopsis describes requirements for the new Oak Ridge Reservation Cleanup Contract to continue safe, secure, and cost-effective environmental remediation across the 33,000-acre site, including decontaminating and demolishing excess facilities, remediating contaminated areas and waste management, and performing risk reduction actions, surveillance and maintenance, and other cleanup support services. The incumbent contract expires in July 2020, and the new requirements will be competed using full and open competition as an Environmental Remediation Services NAICS code contract with an estimated value over $750 million to be awarded and performed in East Tennessee.

Procurement Special Notice
November 19, 2020
(Note: Quarterly update to Special Notice Posted on August 10, 2020)
In light of COVID-19 and associated impacts on business activities, the following quarterly update is provided for information purposes to ensure that DOE-EM receives high-quality proposals and robust competition. DOE-EM implemented a Strategic Procurement Sequencing as a health and safety acknowledgement as well as to implement a sensible procurement planning approach at a supportable pace in the current environment. DOE-EM generally expects to proceed with procurement functions that require limited or no face-to-face interactions or travel.
These actions will demonstrate the furtherance of the EM cleanup mission and competitive procurement process to the maximum extent practicable. As the Department focuses on safe resumption of operations at DOE-EM facilities, DOE-EM will continue to foster a competitive procurement environment to the greatest extent possible during this unique time.
DOE-EM expects to proceed with reasonable acquisition schedules and revised process considerations that may be necessary due to enhanced telework, social distancing, and travel restrictions. To mitigate resource surges, Final RFP releases will be staggered accordingly and any proposal preparation time periods may be extended. Following are updated current projections for all major DOE-EM Final RFP releases for planning purposes for the next six months and the six-month projection will be updated quarterly during the COVID-19 period.
This information is subject to further change based on continued COVID-19 impacts. Any questions and/or comments related to the stated timeframes and any related matters of concern may be submitted to Tamara Miles, EMCBC Procurement Director, at the following email address: EMProcurementNews@emcbc.doe.gov.
Final RFP release dates will be no sooner than:
Oak Ridge Reservation Cleanup – December 2020
Moab Remedial Action Contract – January 2021 mailto:EMProcurementNews@emcbc.doe.gov
