3. Description of Supplies and/or Services (Including the Estimated Value)
The scope of this requirement is to provide urgent and specialized strategic advisory services to conduct a holistic, agile assessment of the Genesis Mission—a transformational initiative to advance scientific discovery across 26 National Science and Technology Challenge areas. The success of the Genesis Mission hinges on an integrated operating system across teams, institutions, and partners. With the mission already launched, this review is critical to ensure its foundational processes are sound and to accelerate action before key strategic deadlines.
The Genesis Mission represents an unprecedented organizational challenge requiring immediate coordination of disparate stakeholders, including National Laboratories, academic institutions, and a nascent consortium of industry partners. The central execution problem is organizational, not technological, requiring a rapid review of the mission's operating model to ensure it is a cohesive, mission-driven portfolio with unified governance, transparent performance management, and a collaborative culture.
This 60 day e ort will provide professional services to establish a high-velocity, unified operating model for delivering the Genesis Mission. The work is organized into three concurrent, integrated workstreams as defined in the Performance Work Statement:
Workstream 1: DOE Performance Management Review This workstream will conduct a thorough review of the Department of Energy’s leadership and management of the Genesis Mission. It involves a review of cross-functional teams, delegation processes, engagement with subject matter experts, and overall workflow. The process is designed for agile development, with iterative feedback sprints focused on Leadership & Delegation, Cross- Functional Team Dynamics, and SME Engagement. The objective is to identify and validate findings on leadership e ectiveness and decision-making to inform a more robust management system.
Workstream 2: Partnerships with Industry and External Parties Review Running concurrently with Workstream 1, this e ort will review the processes for engaging with industry and external parties. This includes assessing the documented "as-designed" process for entities to join the consortium and to partner on Genesis Mission projects. This analysis will be compared against the "as-is" reality experienced by internal (DOE/Lab) and external (Industry/Academia) stakeholders. The goal is to perform a gap analysis that identifies key deviations, pain points, and communication failures to produce recommendations for a more e ective and streamlined partnership model.
Workstream 3: A Holistic Review and Synthesis of the Genesis Mission This workstream serves as the central synthesis function, operating in parallel with the other two reviews. Its purpose is to create a holistic assessment of the Genesis Mission's operating model by identifying interdependencies, systemic risks, and strategic opportunities. By capturing and tagging findings from the other workstreams in real-time, this team will develop and validate hypotheses about systemic issues—for example, how an internal DOE approval process directly impacts the timeline for external partners. The final output is a set of integrated, strategic recommendations that address the root causes of operational challenges, not just the symptoms.
Urgency and Critical Deliverables: The work covered under this justification is critical to maintaining U.S. competitiveness in scientific innovation and establishing an optimized operational foundation for the Genesis Mission. The contractor must execute an aggressive, agile review process designed to deliver actionable findings rapidly. The urgency is demonstrated by the compressed schedule for key deliverables within the sixty day period of performance, including:
End of Week 1: A foundational package including a confirmed stakeholder map and initial "as-designed" process maps.
End of Week 4: A Mid-Point Integrated Findings Review, delivering the first synthesis of findings from the DOE Performance and Partnership workstreams.
End of Week 6: A Pre-Synthesis Findings Review, presenting findings on cross-functional teams and partner execution to validate remaining data before final analysis.
End of Week 7-8: A Draft and then Final Integrated Report and Executive Briefing, providing a comprehensive, holistic operating model map, root cause analyses, and a full set of actionable strategic recommendations.
This work will have an expected period of performance of sixty days from award, with an expected price of $_____.
4. An Identification of the SSJ Rationale, and Demonstration of the Contractor's Unique Qualifications to Provide the Required Supply or Service
Urgent And Compelling Need – GSAR 538.7104-3(b)(i)—An urgent or compelling need exists to quickly implement a contract as the Genesis Mission has already started, now is the time to make vital adjustments protecting critical national security and scientific competitiveness objectives.
The scope of this sole-source action addresses a singular, time-critical window of opportunity created by the convergence of four unprecedented factors occurring simultaneously:
The one-time FY 2027 budget formulation cycle that will establish DOE's strategic direction and programmatic commitments for the next five years across the 26 National Science and Technology Challenge areas
This unique confluence of events creates a non-recurring urgent need that must be addressed within the next sixty days to deliver operational frameworks before critical decisions are finalized in Q3 2026 and cannot be revisited. Without the immediate action outlined in this justification, DOE is at tremendous risk for:
1. Loss of One-Time Strategic Positioning
The sixty day timeline is required to close of an upcoming multi year planning cycle. Once established, these commitments cannot be easily adjusted for several years.
This creates the potential for large financial impacts and limits DOE’s ability to correct course until future planning cycles.
3. Cohort Launch Failure Risk
The Genesis Mission relies on launching cohesive, high functioning cohorts across 26 Challenge areas. Without the necessary foundational work, cohorts may:
Lack clear governance, creating decision bottlenecks Operate without performance systems for real time adjustments Function as isolated teams rather than coordinated cohorts Struggle to leverage DOE assets due to unclear criteria Lack a shared mission narrative that drives alignment and momentum
Each month of delay increases the risk of cohort dysfunction and diminishes the impact of investments across the Challenge areas.
4. Technology Cluster Development at Inflection Points
Key technology clusters—including advanced energy systems, next generation computing, engineered biology, AI enabled scientific tools, and other emerging platforms—are at pivotal points where early strategic decisions influence long term outcomes.
Without timely definition of pre competitive boundaries and interoperability standards, the Mission risks:
Duplicative or misaligned development Incompatible technology platforms Missed opportunities for foundational capability development Underutilized shared infrastructure
Delays limit DOE’s ability to shape technology trajectories and maximize cross cutting value.
National Security Implications: The Genesis Mission addresses 26 National Science and Technology Challenge areas critical to U.S. technological leadership and national security.
Delay in establishing proper governance and coordination mechanisms would:
o Compromise U.S. competitiveness in strategic technology domains o Risk fragmentation of e ort across competing institutional priorities o Fail to establish cybersecurity safeguards and secure collaboration protocols at the foundational level
For this specific, time-critical requirement, _____ is the only contractor who can meet the unique combination of capabilities needed within the required sixty day timeframe.
This determination is based on the following objectively verifiable factors specific to this urgent requirement:
1. Pre-Existing Relationships Critical to Timeline: _____ has current, active relationships with 50 of the key energy equity firms, and institutional investors identified as critical partners in the requirement. These relationships enable immediate engagement, eliminating the six-12-month relationship-building period that would be required with any other contractor. This time savings is essential to meeting deadlines.
2. Demonstrated Subject Matter Expertise in All Required Domains: _____ is the only known firm with documented expertise in all seven required technology areas (quantum computing, nuclear fusion, advanced fission, geothermal, geological hydrogen, high-temperature low sag conductors, solid state transformers, advanced bioengineering).
3. Institutional Knowledge of Gensis Mission: _____ has a deep understanding of Genesis organizational challenges, stakeholder landscape, and execution requirements; familiarity with the 26 National Science and Technology Challenge areas and their interdependencies; and comprehension of the consortium structure and partner dynamics. _____ can begin productive work immediately, while any other contractor would require 3-4 weeks of learning and relationship building.
Other FSS contractors may possess generic capabilities in strategic advisory, program management, or consortium facilitation. However, none possesses the specific Genesis Mission institutional knowledge and consortium relationships that eliminate the 3–4-week ramp-up period that would make the sixty day timeline infeasible.
Competitive procedures would require 7-10 weeks, plus 3-4 weeks contractor ramp-up, totaling 10-14 weeks—exceeding the sixty day window and eliminating time for framework development before Q3 2026 deadlines.
5. Ordering Activity Contracting O icer Determination of Best Value (Consistent with
GSAR 538.7102-2)
The Contracting O icer will determine that the anticipated price is fair and reasonable and represents the best value to the Government based on price analysis.
6. Description of the Market Research Conducted Among Schedule Holders and the Results or a Statement of the Reason Market Research was not Conducted
Due to the urgent sixty day timeline and critical Q3 2026 deadlines, DOE conducted limited market research appropriate to the circumstances. This research consisted of:
A review of GSA FSS Professional Service Schedule: While multiple contractors o er strategic advisory services under SIN 54151S (Information Technology Professional Services), competitive procedures would require 7-10 weeks (solicitation development, posting, proposal period, evaluation award), consuming 60-80% of the available 12-233k window; therefore, it is not feasible within the timeline.
Review of Potential Contractors: Major management consulting firms holding GSA FSS contracts (e.g., _____) possess general strategic advising capabilities, none possess institutional knowledge of the Genesis Mission, established relations with Genesis Consortium members, or an understanding of the 26 National Science and Technology Challenge areas specific to Genesis mission. Any of these contractors would require 3-4 weeks for learning Genesis mission architecture and organizational challenges.
Consideration of Alternate Approaches: Even limiting competition to 2-3 FSS contractors would require 5-7 weeks for the competitive phase; no other contractor possesses Genesis mission intuitional knowledge that eliminates a 3–4-week ramp-up period.
7. Any Other Facts Supporting the Justification
The Genesis Mission represents a transformational approach to accelerating discovery across 26 National Science and Technology Challenge areas through unprecedented collaboration between government, industry, and research institutions.
The decisions made during this sixty day e ort will establish DOE's programmatic direction for the next five years, making this singular planning moment critical to U.S. competitive positioning. The deliverables from this e ort will:
Enable E ective Resource Allocation: The governance architecture and stage-gate frameworks will guide allocation of billions of dollars across the 26 Challenge areas, ensuring resources flow to highest-impact opportunities
Accelerate Technology Development: The consortium frameworks and pre-competitive technology delineation will enable coordinated development of foundational technologies, avoiding duplication and accelerating progress
Create Accountability: The performance management systems and public launch will establish clear accountability mechanisms and stakeholder engagement
Build Collaborative Culture: The cohort operating models and cultural reinforcement will create a self-sustaining system of collaboration across the 26 Challenge areas.
The Genesis Mission represents a once-in-a-generation opportunity to transform how DOE accelerates scientific discovery. The foundational frameworks established during this sixty day e ort will determine whether this transformation succeeds or fails. The urgent and compelling circumstances justify sole source award to the only contractor capable of delivering within the required timeline.
8. Actions to Overcome Barriers to Competition
The specific combination of urgent timeline, proprietary analytical platforms, established relationships with consortium partners, and comprehensive subject matter expertise required for this particular strategic initiative is unique to the current geopolitical and technological landscape.
DOE does not anticipate a future need for these specific Genesis Mission Phase 1 acceleration services under these urgent circumstances. The frameworks, governance structures, and consortium mechanisms established during this sixty day e ort will be operational and will not require re-establishment.
Any future requirements for Genesis Mission support (such as ongoing consortium facilitation, performance management, or cohort expansion) will be evaluated independently based on their specific scope, timeline, and market conditions. Such future requirements will be competed in accordance with applicable regulations unless circumstances warrant otherwise.
DOE is committed to promoting competition for future Genesis Mission-related requirements by:
Documenting the frameworks and methodologies developed during this e ort to enable knowledge transfer Establishing clear performance metrics and success criteria that can be used in future competitive solicitations Engaging with the broader contractor community as the Genesis Mission matures to build capability and understanding Structuring future requirements to enable competition where feasible
This sole source action is limited to the urgent Phase 1 acceleration e ort and does not establish a precedent for future Genesis Mission requirements.
