Text version

Synopsis Added: 19 December 2019 The Department of Energy (DOE), Office of Small and Disadvantaged Business Utilization (OSDBU), located at 1000 Independence Ave, S.W., Washington, DC 20585 intends to issue a contract for a subscription on a sole source basis with ThunderCat Technology. The Office of Small and Disadvantaged Business Utilization ensures all legislatively specified categories of small businesses in prime contracts and subcontracts are effectively utilized to the maximum extent possible, as mandated in the Small Business Act, Section 15k. The Office reports directly to the Secretary of Energy, and provides functional direction and oversight of Headquarters and field personnel in regards to the execution of these programs.

ThunderCat Technology offers the only digital communications platform helping government inform, and engage over 150 million citizens to action via email, text messaging and social media. Their service provides the unique and specific small business company category designations (i.e. small business, small disadvantaged business, women owned business, service disabled veteran owned business and certified HUBzone small business) pre-loaded into the software, saving OSDBU time and money to otherwise have these designated companies categorically identified and uploaded.

The program requirement comprises a subscription that will form the initial award in the One (1) Year Base Period, and Two (2) Year Option Periods that may be awarded subsequently based on funding availability and programmatic need.

In accordance with the Competition in Contracting Act, 41 U.S.C. 253 [C] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements.

THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS.

Interested parties may submit a capability statement by 03 January 2020 at 11:59 PM EST via email to blake.clemmer@HQ.DOE.GOV. Please include Specialized, Online Research Tools, and Reports in the subject line of the email if submitting a capability statement. The written response must include a detail discussion demonstrating experience providing the services identified in this announcement and past performance client information for similar services.

A determination by the Government to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered sole for the purpose of determining whether to conduct a competitive procurement.
