SECTION 2 - INSTRUCTIONS, CONDITONS, EVAULATION AND NOTICES TO
OFFERORS
SECTION 3 - EVALUATION FACTORS FOR AWARD
EVALUATION FACTORS - The following criteria will be used to evaluate the offeror’s proposal:
3.1 Criterion 1: Technical Approach: The Offeror's Technical Approach will be evaluated on the Offeror’s understanding and proposed application of methodologies and strategies to accomplish the requirements contained in the PWS. Proposals will be evaluated on:
3.1.1 The explicitness and clarity of proposed strategies to accomplish the performance requirements as listed in Section 5 of the PWS, and the likelihood that those strategies will succeed.
3.1.2 The degree to which an Offeror demonstrates an understanding of industry models, databases, and other sources of data used.
3.1.3 The degree to which survey methodology and data collection approaches meet stated objectives and have a capacity to respond and adapt to a variety of threats to validity (including but not exclusive to data collection and response error challenges.)
3.1.4 The degree to which a proposal demonstrates understanding of survey methodology, data analysis and reporting methodologies.
3.1.5 Knowledge of EIA and Office of Energy Statistics missions, the Residential Energy Consumption Survey program, and household energy use at national and subnational levels.
3.1.6 The degree to which sample frame, design, selection, weighting, and related statistical approaches demonstrate coverage of the population and subpopulations of interest, reveal attributes of sample performance and response rate projections, and demonstrate statistical validity and application of best practices.
3.1.7 The extent to which a proposal’s performance management reporting strategy demonstrates an integrated approach to monitoring the quality of data collection progress effectively, transparently, accurately, and in a manner that would permit timely, interventions, responsive design, and/or mitigations.
3.1.8 The degree to which innovative solutions are deployed strategically and likely to improve outcomes or mitigate threats to validity at.
3.1.9 The extent to which the proposal demonstrates a plan that leverages data management and documentation best practices and technologies.
3.1.10 Knowledge and application of EIA IT security standards and requirements, including those stipulated in clause EOP IV clause H.23 “ENERGY INFORMATION ADMINISTRATION (EIA) DATA (JAN 1990) REVISED”; and the Confidential Information Protection and Statistical Efficiency Act, ("CIPSEA")
3.2 Criterion 2: Business Management Approach will be evaluated on degree to which it reflects a feasible, effective, and cost conscious plan for staffing and managing this project. The Business Approach will be evaluated for Option Items according to the criteria below, but will only factor into selection if technical merit of the RECS Household Survey (CLIN 00001) is equal between more than one proposal. The Business Management Approach will be evaluated on Project Management and Control, and Staffing.
3.2.1 Project Management and Control: will be evaluated on the proposed management principles and techniques for managing the task order, including management controls and quality assurance mechanisms. Project management will be evaluated on:
3.2.1.1 The management structure and rationale behind it, the supervisory relationship between contract team members, the lines of project management authority, responsibility, and accountability;
3.2.1.2 The proposed processes for decision making; resolving problems; communicating between the contractor’s team and the Government for timely problem identification, mitigation, and resolution; and maintaining responsiveness to fluctuating task order requirements.
3.2.1.3 The degree to which a proposal reflects the appropriate technical knowledge and experience required to establish, operate, and manage performance-based work schedules and cost control procedures.
3.2.1.4 The Risk Management Plan, including its effectiveness at identifying potential risks, reducing the likelihood of a risk occurring, managing the impact of risks associated with the
Offeror’s Technical Approach; and ensuring it offers development of strategies to deal with unforeseen quality, schedule and cost risks.
3.2.1.5 The Quality Assurance Plan (QAP), including identifying appropriate and realistic roles, staffing, management procedures, monitoring methods and frequencies, and metrics to ensure quality throughout the performance of this task order.
3.2.2 Staffing: the degree to which a proposal clearly demonstrates a sound approach to identifying, applying, and managing resources with the experience, knowledge, and skills to accomplish the requirements of the PWS.
3.2.2.1 Personnel - The personnel staffing will be evaluated to determine the depth and quality of the personnel’s education and experience in the range of disciplines described in the Position Descriptions (Section J, Attachment A of the EOP IV Master Contract) for personnel. The Offeror’s ability to ensure that qualified personnel will be available for start-up, the Offeror’s plan for hiring, retaining, and replacing personnel and for providing sufficient technical and managerial resources to meet EIA’s requirements on an on-going basis will be considered.
3.3 Criterion 3: Past Performance - The Past Performance criterion will be evaluated as favorable, unfavorable or neutral. In the case of an offeror without a record of relevant present and past performance or for whom information on relevant present and past performance is not available, the offeror will be evaluated neither favorably nor unfavorably on present and past performance and shall receive a neutral rating. The DOE will solicit past performance information from close at hand information as well as available sources such as the Past Performance Information Retrieval System (PPIRS).
3.4 Criterion 4: Cost Proposal
3.4.1 The cost proposal shall be submitted in accordance with EOP IV Attachment J “Contractor Task Plan (also provided as attachment 2 for this TORP).”
3.4.2 The cost proposal must be provided in this exact matrix format and shall illustrate how the final cost was derived. Cost and labor categories shall be consistent with the Contractor’s EOP IV Section J, Attachment N (or O for some awardees). Rates higher than those in EOP IV Section J, Attachment N/O shall be accompanied with cost data (invoices, payroll records, GSA schedule rates) that support the deviation.
3.4.2.1 Contractor Task Plan shall include:
3.4.2.2 Tab for each subtask.
3.4.2.3 Column(s) that identify hours and rates for each labor category proposed.
3.4.3 The Government will not rate or score cost but will evaluate each Offeror’s cost proposal for reasonableness and completeness. The Government may evaluate the realism of the proposed cost/price by assessing whether the proposed cost elements are realistic for the work to be performed; reflect a clear understanding of the requirements; and are consistent with the unique methods of performance.
The Government will evaluate the reasonableness of the proposed cost/price using one or more of the cost/price analysis techniques defined in FAR 15.404. The Government will evaluate the completeness of each Offeror’s cost proposal by assessing whether the Offeror provides the required cost data in sufficient detail to fully support the offer and permit the Government to evaluate the proposal thoroughly. The total evaluated cost will be derived by summing the total proposed Labor, total Materials, and total Travel Costs (if applicable) for the Period of Performance.
3.4.3.1 Note: Subcontractor teams shall not deviate from the team proposed originally in the EOP
IV offer. In cases where the offeror proposes to add a new subcontractor, the Contractor shall comply with FAR 52.244-5 COMPETITION IN SUBCONTRACTING and with
FAR 52.244-2 SUBCONTRACTS.
3.4.2.2 Note: The successful offer shall comply with B.5 ANNUAL INDIRECT RATE
SUBMISSIONS (JULY 2002).
3.5 Importance - Criterion 1 “Technical Approach” is considered more important than Criterion 2
“Business Approach” for the Household Survey. Both Technical Approach and Business Approach are considered more important than Past Performance and Cost.
3.5.1 Best Value – In determining the “Best Value,” the Government is more concerned with obtaining a superior technical proposal than making an award at the lowest evaluated cost.
However, the Government will not make an award at a cost premium it considers disproportionate to the benefits associated with the superiority of one technical proposal over another. The Government will assess whether the strengths and weaknesses between or among competing technical proposals indicate superiority from the standpoint of: (1) what the difference might mean in terms of anticipated performance; and (2) what the evaluated cost to the Government would be to take advantage of the difference. Award will be made to the offeror who proposes the “Best Value” as determined by the procedures outlined in the PWS.
3.5.2 FAIR OPPORTUNITY –This method does not use any aspects of FAR subpart 15.3. The use of this fair opportunity process does not obligate the Government to determine a competitive range, conduct discussions with any Contractors, solicit proposals or revisions thereto, or use any other source selection techniques associated with FAR subpart 15.3.
3.5.3 INTENT TO AWARD WITHOUT DICUSSIONS – EIA anticipates selecting the Offeror who best meets or exceeds the evaluation criteria set forth in the TORP from initial responses, without engaging in exchanges or conducting discussions with Offerors. Offerors are strongly encouraged to submit their best technical solutions and cost in response to this
TORP.
