PERFORMANCE WORK STATEMENT
US DEPARTMENT OF ENERGY
NATIONAL TRAINING CENTER
I. INTRODUCTION AND BACKGROUND
The National Training Center (NTC) is a reporting element of the Department of Energy (DOE), Office of Enterprise Assessments (EA) in Washington, D.C. The purpose of this contract is to provide facilities operations, professional and technical training, information technology, and management support.
NTC facilities consist of classrooms, administrative offices, and firing ranges. The Main Campus is located on Kirtland Air Force Base (KAFB), Albuquerque, NM. The Live Fire Range (LFR) and the Integrated Safety and Security Training Evaluation Complex (ISSTEC), which is a simulated DOE research and operational facility, are located approximately six miles east of the Main Campus. The Main Campus occupies approximately 10 acres on KAFB, and DOE is permitted to use this site by the U.S. Air Force (USAF). The LFR and ISSTEC lie within a portion of Cibola National Forest that has been withdrawn to the USAF and is permitted by the USAF to DOE.
The NTC curriculum is designed to support the federal and contractor safety and security professionals who support DOE missions. Safeguards and Security (S&S) training programs include vulnerability assessments, nuclear materials control and accountability, physical security systems, personnel security, information security, and security program operations; the Protective Force component of the S&S training programs include specialized training in small arms maintenance and firing, and response force tactics. Nuclear Safety Training focuses on developing and delivering training to support DOE personnel perform federal assurance and functional specific federal duties within the technical qualification program. A secondary audience is contractor personnel who perform work in DOE facilities. The Nuclear Safety Training program includes the following core training areas: 1) senior technical safety manager, 2) safety basis, 3) formality of operations, and 4) oversight.
Operational excellence and an open, collaborative work environment are underlying tenants for the operation of the NTC. The Contractor shall foster the development, support and sustained implementation of a work environment that promotes trust, a questioning attitude, and a willingness to raise issues. These operating tenants also require compliance with regulations and standards while performing the NTC training missions on time, at a reasonable cost, while protecting human health and the environment, and conserving the Government’s assets. Therefore, implementation of a Management Assurance System that includes appropriate elements of a contractor assurance system, quality assurance program, and DOE’s Integrated Safety Management System is a significant objective of this contract.
II. SCOPE OF WORK
The entirety of the task areas defined in this PWS are vital and essential to the successful operation of the NTC. In order to provide standardized professional and technical training services, the Contractor is required to recruit and maintain an instructional design staff and instructors, as well as business, management, and support operations staffs which are technically proficient in their respective areas of expertise. The NTC consists of three training facilities: the Main Campus, the LFR, and the ISSTEC. These facilities provide training classrooms, armories, weapons live fire ranges, and simulated facilities for instructor-led classes, blended learning, and performance-based learning. The majority of these facilities are permitted to DOE from the USAF and all must be managed and maintained.
Throughout the period of performance for this Contract, the Contractor shall comply with applicable Federal, state, and local laws and regulations and shall be responsible for obtaining such licenses, permits and other authorization that may be necessary for the performance of the work.
Throughout the period of performance, the Contractor is expected to:
• Demonstrate a culture of continuous improvement in key areas and skills
• Continually anticipate future growth in both course attendance and curriculum
• Improve integration, partnering, and support within the NTC to promote problem solving and cost efficiencies
• Develop and deploy effective strategic planning for the mission in the environment of changing budgets
• Complete task assignments and course instruction, development and evaluation with supplemental support from DOE federal and contractor staff
• Ensure that the NTC infrastructure and facilities are operationally safe, secure, and compliant with applicable requirements
• Collaborate with NTC partners
Training courses are designed to meet professional training needs based on job analysis, skill development, and continuous education. Course content and material must remain current and reflect applicable Federal laws and regulations, DOE policies and procedures. Instructor and instructional design staff are subject to the requirements outlined in current DOE Orders and NTC policy regarding the maintenance of skills in their specific area of expertise.
The NTC currently issues over 16,300 course completion certificates annually and maintains over 230 courses in its catalog. Average instructor-led course size ranges from 6 to 30 students and the duration varies from 1 day to 8 weeks. Courses shall be delivered in various instructional formats and venues to promote effectiveness and efficiency.
Effective training will be developed by using a DOE recognized systematic approach. All course training activities must be conducted in accordance with NTC approved policies, guidelines, and procedures.
Scope of Training: The training supports a broad range of Nuclear Safety and S&S needs related to DOE operations at nuclear and non-nuclear sites located throughout the United States.
Additionally, training support may be required for strategic partners. Training delivery shall be conducted through instructor-led, blended, and distance learning methods.

• Location of Work: Work performed under this contract is conducted at NTC facilities (to include telework) with frequent MTTs providing training at other DOE and international locations. When government facilities or equipment are not available for DOE activities, the Contractor may offer cost-efficient alternatives to provide services and equipment at off-site locations provided advance approval is obtained from the COR.
III. TASK AREAS
CLIN 1 – Training and Operations
1.1 Training
The Contractor shall plan and manage the NTC Training Program (i.e., analyze, design, develop, deliver, evaluate, revise and retire training). The contractor shall make training recommendations through an annual operations plan. Training shall be accomplished through the use of NTC Federal and contractor staff and other non-NTC DOE Federal and contractor staff.
The Contractor shall support collaborative Departmental training course development and consistency initiatives to aid in promoting greater efficiency and consistency in training across DOE.
These activities may involve new course development, unification of courses, or sharing of materials/best practices to promote sharing across the DOE.
The Contractor shall provide training through instructor-led and distance learning methods. The training delivery methods shall include, but not be limited to:
• Instructor-led training. The Contractor shall have the ability to deliver classes at NTC and locations throughout the nation through the use of Mobile Training Teams. The Contractor shall support the incorporation of technologies into the traditional classroom training.
• Distance Learning Training. The Contractor shall provide instructional system designers, programmers, network support, web site and database support, graphic design and any other related skills to develop distance learning and all other training products using the current NTC-approved learning management system. Distance learning includes eLearning, webinars, and virtual-led training.
Performance Objective 1.1.1 Managerial, technical, and administrative support for training: The Contractor shall participate, support, and advise EA-50 staff on the various DOE sponsored Quality Panels, Advisory Councils, Working Groups, Policy Panels, Federal Technical Capability Panel (FTCP), Energy Facilities Contractors Group (EFCOG) and other groups.

Performance Objective 1.1.2 Protective Force Training: The Contractor shall plan and manage protective force training to ensure the technical proficiency necessary to maintain a workforce force qualified under the unique requirements established for a DOE protective force in Title 10 of the Code of Federal Regulations and applicable DOE orders.
Protective force training includes, but is not limited to:
• Basic and Advanced Firearms Training
• Basic and Advanced Tactical Training
• Specific Special Response Force Training Topics
• Instructor Training to support Basic and Advanced Firearms and Tactical Training
Performance Objective 1.1.3 Safeguards and Security (S&S) Training: The Contractor shall plan and manage S&S training to ensure the technical proficiency necessary to maintain a qualified workforce as specified in applicable DOE orders.
S&S training shall support the needs of field practitioners and the objectives of the Technical Qualification Program (TQP) in the following topical areas:
• Security Program Management
• Information Security
• Personnel Security
• Nuclear Materials Control and Accountability
• Physical Security Systems
• Vulnerability Assessment
• Technical Surveillance Counter Measures
Performance Objective 1.1.4 Nuclear Safety Training: The Contractor shall plan and manage Nuclear Safety Training to ensure the technical proficiency necessary to maintain a qualified workforce as specified in applicable DOE orders.
The Nuclear Safety Training shall support the objectives of the TQP and the needs of field practitioners. Nuclear Safety Training includes, but is not limited to, training in the following areas for Federal and contractor personnel:
• Nuclear Safety Basis and Safety Management Program Training
• Nuclear Executive Leadership Training and Senior Technical Safety Manager
• Oversight and Assessment
Performance Objective 1.1.5 DOE Enterprise Learning and Development Training: The Contractor shall plan and manage DOE enterprise training to ensure the technical proficiency necessary to maintain a qualified workforce.
DOE enterprise learning and development training includes, but is not limited to:
• Management and Instructional
• Technical Leadership
• Human Performance Improvement
• Employee Concerns Program
• DOE mandatory training (e.g., Annual Security Refresher)
• Veterans Success
Performance Objective 1.1.6 Training, Planning, and Management: The Contractor shall use a recognized systematic approach to training to identify requirements of the training life cycle. The Contractor shall design new and/or modify existing training products using NTC approved processes and procedures based on industry best practices in instructional design.
The systematic approach used by the Contractor shall, as a minimum, include the following steps: analyze, design, develop, implement, and evaluate. Implementation of these steps should be consistent with information and guidance provided in DOE-HDBK-1078-94, Training Program Handbook: A Systematic Approach to Training.
The Contractor shall evaluate training products through all instructional design stages to identify and act on improvement opportunities to ensure optimum training effectiveness. The Contractor shall also use student and instructor feedback, student and instructor evaluations, and data received from formal inspection programs to validate training effectiveness and incorporate lessons learned into training. The Contractor shall maintain a database and automated reporting processes for collecting and disseminating evaluation feedback on courses.
Performance Objective 1.1.7 Documented Risk Assessments for Training Operations: The Contractor shall maintain a documented qualitative risk assessment program for all NTC training operations.
Risk assessments shall be conducted on all training, qualification, and evaluation activities. The contractor is responsible for determining risk levels, identify potential hazards, and recommending controls to be implemented. The Contractor shall ensure all training operations, with emphasis on training activities at the LFR and ISSTEC, meet the highest standards of safety at all times regarding the use, handling, and transportation of all NTC small arms and munitions.
Performance Objective 1.1.8 Training Evaluation Program: The Contractor shall evaluate the effectiveness of training in achieving the transfer of knowledge and skills to the target audience.
These include:
• Conducting training and process evaluations
• Providing periodic statistical evaluation reports as a part of their self-assessment program
• Using evaluation results to continuously improve course content
Performance Objective 1.1.9 Course and Related Data System (CARDS): The Contractor shall maintain and operate a training materials warehouse where DOE entities can upload training catalogs and training materials for sharing across the DOE. Address technological challenges as they may arise to achieve this goal. This warehouse will provide a forum for sharing content across DOE.
1.2 Training Support
The Contractor shall operate and manage the systems and programs required to support training at the NTC. Training support includes, but is not limited to:
• Learning Management System (LMS)
• Learning Content Management System (LCMS)
• Registration
• Service Desk Support
• NTC Training Certification Programs
• eLearning
• Multimedia Support
Performance Objective 1.2.1 Learning Management System/Learning Content Management System: The Contractor shall develop course material, training products, and training plans necessary to accomplish NTC training using approved NTC processes and procedures. All training materials and products shall be developed and stored in the NTC LMS and LCMS. The Contractor shall use, update and maintain the current NTC Training Operations IT Systems:
• LMS: The LMS is designed for the efficient creation and delivery of self-paced eLearning, instructor-led events, and VLT. The contractor will be responsible for managing and administrating the DOE enterprise LMS.
• LCMS: The LCMS is an instructional system design tool that supports analysis, design and development of training material.
• SharePoint: Store and manage site and instructor certification information and other training operations programs.
Performance Objective 1.2.2 Registration and Customer Service Support: The Contractor shall provide registration and customer service support to students enrolled in all NTC courses.
The Contractor shall ensure the accuracy of data entered into the LMS, maintain current desktop procedures, and continuously improve processes associated with registration and customer service activities listed below, but is not limited to:
• Registration into LMS
• Course rosters and certificates
• Course statistics
• Course close-out activities
• Course catalog maintenance
Performance Objective 1.2.3 Training Certification Programs: The Contractor shall manage and maintain NTC certification and accreditation processes and activities to ensure that the NTC goal of providing training excellence is supported.
The contractor is responsible for the development and implementation of the Management and Instructional Training (MIT) suite of courses that support the Instructor and Site Certification programs.
Certifications are approved by the NTC Director based upon recommendations submitted by the Contractor. Certification program processes shall include:
• Instructor Certification Program: The purpose of the NTC Instructor Certification Program is to certify DOE federal and contractor personnel to serve as lead instructors for NTC courses. The program provides a standardized path for current and future instructors and staff to demonstrate the knowledge, skills, and abilities required to serve as lead instructors for NTC courses.
• All Armorers, Firearms Instructors, Tactical Response Force Instructors, and Intermediate Force Instructors within DOE must be certified and recertified by the NTC in accordance with approved policies, procedures, and practices.
• Training Approval Program (TAP) Certifications: TAP ensures all DOE field elements with S&S training programs meet the existing standards as outlined by DOE and NTC policies, procedures, and practices.
• Site Certifications: NTC certifies DOE sites to conduct specific NTC courses using the site’s instructors. The certification is based on the site’s lead instructor qualifications, training facilities, other staffing and records management capabilities, the ability of the site to deliver the specified course to NTC standards, and a current TAP. A facility must be certified separately for each course to be conducted at that site.
• DOE Training Reciprocity Program: Establishes evaluation criteria to review adequacy of training and grant reciprocity between sites.
Performance Objective 1.2.4 eLearning and Multimedia Support: The Contractor shall provide eLearning and multimedia support to NTC training programs in accordance with approved operational plans and the expectations of DOE partners and other federal agencies.
1.3 NTC Facilities, Management Support, and Information Technology.
The Contractor shall provide effective and efficient management, maintenance and oversight of facilities, site safety, site security, information technology, and logistical support required to support NTC operations. This work shall be conducted in accordance with applicable requirements and approved NTC processes and procedures.
Performance Objective 1.3.1 Facilities Management: The Contractor shall manage and maintain NTC facilities in a safe, secure, efficient, and fully operational condition, at the NTC
Main Campus, the LFR, the ISSTEC, and other DOE facilities as may be used for NTC program activities.
The Contractor shall ensure all USAF tenancy requirements to include environmental and operational permits are fully implemented and documentation maintained. This shall be accomplished by assessing facilities and infrastructure as to their operating condition and identifying maintenance requirements.
Performance Objective 1.3.2 Site Development and Maintenance Plans: The Contractor shall develop and maintain site development plans for NTC real property. The plans shall include major facility renovations, maintenance, or new construction and describe related resource requirements.
Performance Objective 1.3.3 Facilities Maintenance Planning and Administration: The Contractor shall implement and maintain an approved plan for a comprehensive maintenance operation that addresses preventive, corrective, and predictive maintenance actions for all NTC facilities and infrastructure.
The Contractor shall ensure that all specialized training facilities, props and equipment are maintained to ensure training safety and sufficiency, such as target systems, lighting systems, lightning protection systems, and specialized training technologies. The Contractor shall maintain a work order system that identifies the current operating state of all facilities and infrastructure. The system should also project end of life cycle of elements and components of facility and infrastructure systems. All facilities and grounds shall be maintained in a safe, efficient, environmentally compliant and serviceable condition. Grounds maintenance of the LFR and ISSTEC includes routine berm maintenance, weed abatement, etc.
Property addressed in the site-wide plans shall include facilities and grounds owned by the DOE or permitted for use to the DOE by the USAF.
These facilities and grounds are comprised of the following:
• Main Campus: The Main Campus has permanent buildings that house a variety of classrooms, staff office space, and support areas for storage, distribution, reproduction, and IT operations.
• LFR: The LFR complex includes permanent buildings that house classrooms, staff office space, an armory, a small arms cleaning facility, and support facilities for maintenance and storage; live fire ranges with support structures for control and safety of live fire operations and live fire shoot houses
• ISSTEC: The ISSTEC includes permanent buildings and semi-permanent buildings consisting of classroom space and hands-on training facilities and props, a Perimeter Intrusion Detection and Assessment System (PIDAS), and hands-on training facilities for support to conduct performance based non-live fire training operations
Site-wide plans shall address mechanical and electric equipment and systems throughout the NTC including but not limited to:
• Fire detection systems and components
• Utility systems and components (e.g. HVAC, natural gas, and propane)
• Water distribution systems and components
• Information Technology, telecommunications systems, components, and support infrastructure
• Intrusion detection systems and components
• Standby generators
Performance Objective 1.3.4 Logistical Support for NTC Operations: The Contractor shall provide personnel and logistical support as needed to complete training activities or exercise events, including the set up and control of all facilities, property and equipment. Ensure the existing facility scheduling programs are maintained and integrated to provide optimal utilization of facilities.
Performance Objective 1.3.5 Range Use Agreements, Temporary Use Agreements and Memorandums of Understanding/Memorandums Agreement (MOUs/MOAs): The Contractor shall develop, execute, maintain, and coordinate Range Use Agreements with all non-NTC users of the LFR and ISSTEC and ensure that all users adhere to the approved NTC Standard Operating Procedures. The Contractor also shall develop and execute Temporary Use Agreements with all non-NTC users of NTC classroom and learning center facilities and ensure that all users adhere to the approved NTC Standard Operating Procedures. The Contractor also shall develop and maintain MOUs/MOAs as required.
Performance Objective 1.3.6 Site Environment, Safety, and Health Programs: The contractor shall implement and maintain a comprehensive and fully compliant Environment, Safety, and Health (ES&H) program required to ensure the safety and health of all NTC employees, students, visitors and members of the public. The Contractor must integrate with applicable KAFB ES&H Programs.
Performance Objective 1.3.7 Emergency Management Programs: The Contractor shall provide an Emergency Management Program for the NTC in accordance with applicable DOE Directives in order to respond to emergencies or the implementation of the DOE Continuity of Operations Programs. The Contractor must integrate with the KAFB Emergency Management Program.
Performance Objective 1.3.8 Site Security Programs: The Contractor shall develop, implement and maintain a fully compliant security program that protects all classified and unclassified assets.
The contractor shall prepare, update, conduct change control, and obtain required approvals for a site security plan in accordance with applicable DOE orders. The Contractor shall develop and maintain appropriate liaison and coordination with external organizations such as counterintelligence representatives, Sandia Field Office and Sandia security representatives, and USAF security and counterintelligence representative to ensure the identification of local security threats and the prevention of security incidents.
Performance Objective 1.3.9 Cyber Security: The Contractor shall establish and maintain a compliant cyber security program in accordance with applicable DOE and Federal requirements to include the DOE approved Certification and Accreditation (C&A) for the NTC Information Technology Network and Cyber systems. The contractor will ensure compliance with the DOE System of Record Notice requirement for the DOE approved learning management system.
1.4 Management Support
The Contractor shall provide a full range of business and management support functions required to perform assigned tasks.
The contractor shall employ a permanent staff in Albuquerque, New Mexico and other locations as approved through task assignments issued under this contract. The contractor may employ full-time, intermittent part-time, and flexible staff arrangements commensurate with the level of effort.
The contractor shall maintain a Defense Contract Audit Agency-approved financial system, records, and supporting documentation on costs consistent with approved cost accounting standards associated with the NTC approved Work Breakdown Structure (WBS). Information from the financial system, to include subcontractor information, must be presented to the Federal staff upon request.
The contractor shall provide Infrastructure and Management Support functions and operations including but not limited to:
• Centralized management of NTC training programs
• Annual spending plans with monthly cost estimates and milestones
• Routine, automated project management tracking
• Implement, integrate, and maintain an automated business management systems in support of efficient and effective budget formulation and execution including financial information, cost accounting, procurement, contract administration, and human resources management
• Purchasing equipment and supplies through a centralized procurement system
• Personal Property and Fleet management
• Information Technology (Jira)
• Self-Assessment
• Issues Management
• Performance Measures and Metrics
• Work Processes
• Records Management
• Document Management System
Performance Objective 1.4.1 Management Assurance System (MAS): The Contractor shall document and implement a MAS that is designed and used to manage performance consistent with Contract requirements. The MAS shall be a system of processes, procedures, and performance metrics used by Contractor management to:
• Measure and improve performance
• Ensure that mission objectives and Contract requirements are met
• Ensure that workers, the public and the environment are protected
• Ensure that operations, facilities, and business systems are efficiently and effectively protected and maintained
• Identify and correct deficiencies.
The contractor must submit a documented description of the MAS. The MAS description document must include as a minimum the following elements:
• Requirements Verification. This includes process to assure contract requirements are implemented, including identification and timely submittal of contract deliverables. Includes all work scope of the NTC, including business and financial management systems.
• Performance Measures and Metrics. This includes metrics to track implementation of key contract requirements. The performance metrics shall provide an overall assessment of NTC operations quickly and accurately. The metrics shall aid in the identification and understanding of performance issues.
• Self- assessment program. The self-assessment program should include all required assessments, management self-assessments, and as needed independent assessments to ensure compliance to requirements and the timely identification of performance weaknesses and needed improvements.
• Issues Identification and Resolution Process. Includes issue identification, issue significance determination, and for high significance issues causal analysis and corrective action to prevent recurrence.
• Quality assurance program (QAP). A QAP that provides for continuous evaluation and improvement of all NTC activities. As a minimum the QAP must include the following elements:
o Description of Management and Organization.
o Training and qualification of key personnel o Description of work processes. This would include identification of key work processes, and use of document hierarchy (SOPs, work instructions, desktop guides, etc.)
• Integrated safety management (ISM). This includes how the contractor ensures the ISM core functions and guiding principles are implemented for all NTC work activities.
• Integrated Business Management System (IBMS): The IBMS enables effective task planning, progress reporting, project planning and resource management, scheduling, budgeting, and customer interaction to ensure effective application of resources and compliance with task assignments and technical direction.
Performance Objective 1.4.2 Change Control Process (CCP): The Contractor shall employ best practices in developing and executing project plans for NTC work that identifies the scope, schedule, and a cost associated with project and processes shall be administered through a formal change control process.
The contractor shall use the CCP for requesting, reviewing, and documenting changes to the approved baseline for projects and plans conducted at the NTC. The Contractor shall manage the NTC CCP in accordance with the approved NTC Change Control procedures and provide reports as requested. All CCP actions will include coordination and approval of the NTC Federal staff.
Any changes that fit the description and type of changes identified in the Section I clauses FAR 52.243-1 Changes – Fixed Price (AUG 1987) – Alternate I (APR 1984) and/or FAR 52.243-1 Changes – Cost-Reimbursement (AUG 1987) – Alternate II (APR 1984) must be approved by the Contracting Officer.
Performance Objective 1.4.3 Personal Property Management: The Contractor shall account for all Government property on the Contract’s Government Property List per applicable federal and DOE regulations and policies. All equipment, systems, databases, information, and materials acquired, developed, or used by the Contractor under this contract are the property of the DOE.
The Contractor’s property management system shall ensure accountability of High Risk property and other accountable items such as:
• Small arms and munitions systems approved for use by DOE in protection strategies throughout the DOE
• Small arms and munitions undergoing technical evaluation in support of DOE protective force mission
• Property valued in excess of $2000 of replacement value
• Information systems and components
• Projection and instructional systems and components
• Video graphic and photographic systems and components
• Video teleconferencing and webinar systems and components
• Motorized vehicles used in support of training and maintenance operations
Performance Objective 1.4.4 Fleet Management: The Contractor shall provide support in the management and execution of the GSA leased vehicle program.
The fleet management program includes maintaining records of utilization, placing orders with GSA on replacement vehicles, maintaining yearly balance sheet, overseeing the scheduling of vehicle repairs and maintenance performed by (GSA approved) outside vendors, and preparing annual report on GSA vehicle fuel and lease costs and vehicle utilization.
Performance Objective 1.4.5 Information Technology Planning and Management: The Contractor shall manage and operate all NTC Information Technology (IT) systems in compliance with applicable requirements in order to ensure effective system implementation, integration, and protection.
The Contractor shall:
• Provide recommendations based on identified need to enhance NTC’s IT capabilities and implement those recommendations based on direction from the NTC Director and the
COR.
• Develop and manage a resource loaded IT operations plan providing periodic status.
• Ensure IT systems are Section 508 - Rehabilitation Act compliant ensuring content is current, accurate and fully compliant with applicable requirements.
Performance Objective 1.4.6 Information Technology Infrastructure, Applications, and Support: The Contractor shall develop, install, manage, maintain, and operate all NTC Information Technology (IT) resources in compliance with applicable requirements and ensure effective system implementation, integration, and protection.
NTC IT functions include, but are not limited to the following:
• Maintenance, management, and operation of infrastructure, servers, computer hardware items
• Programming support, application development and maintenance
• Providing service desk support tasks either by phone or in-person related to hardware or software problems
• Providing service desk support for the DOE Enterprise Learning Management System
(Learning Nucleus)
• Installing, implementing, and maintaining of the Document Management System
(records management system)
• Maintaining, managing, and operating of a Voice-Over-Internet-Protocol system for approximately 150 users
• Installing, maintaining, and updating of application and data software, reimaging of computers as needed, and maintaining computers and networked office machines.
• Developing and maintaining a NTC intranet and internet NTC website in accordance with best practices as presented in industry standards. Develop and maintain a full IT system back up of critical systems and information per DOE and NTC policies
• Maintaining operational server space or house cold backups of DOE systems as directed
• Developing and maintaining EAs and other organizations’ IT requirements as directed
Performance Objective 1.4.7 Policies and Procedures: The Contractor shall implement DOE policies and develop and implement NTC procedures to ensure NTC programs and operations are performed in a consistent and compliant manner ensuring high quality deliverables.
Performance Objective 1.4.8 Records Management: The Contractor shall maintain and manage all records at the NTC and maintain storage of all Federal records in accordance with the requirements and standards established by the DOE and the National Archives and Records Administration (NARA).
The Contractor shall implement and maintain a compliant records management program that meets DOE and NARA requirements. All records and deliverables under the contract, electronic or otherwise, are the property of the U.S. Government. The NTC shall have unlimited rights to use, dispose, or disclose of such data contained therein as determined to be in the public interest.
Additionally, the Contractor shall not:
• Create or maintain any records that are not specifically tied to or authorized by the contract.
• Retain, use, sell, or disseminate copies of any deliverable required by the contract without the consent of the COR, regardless of the format of the information.
• Retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act, regardless of the format of the information.
CLIN 2 - Funds In
2.0 - Strategic Partnership Projects: The contractor shall perform work as directed by the NTC Director. This work may occur at DOE, OGAs, or at international locations. All strategic partnership projects will be full cost recovery to the NTC.
Strategic Partnership Projects vary in volume, scope and duration. The Contractor shall provide specialized training support and other services within NTC’s capability profile for other DOE organizations and other government agencies (OGA) as required by the Department.
CLIN3 – Time and Materials
3.0 Facilities Maintenance: The Contractor shall manage NTC maintenance activities, including equipment and facilities, work orders, and modifications of facilities.
The Contractor shall perform work to an approved maintenance plan. The Contractor shall ensure that the NTC campus, LFR and ISSTEC and all specialized training facilities, props and equipment that support those facilities (i.e. target systems, lighting systems, lightning protection systems, and specialized training technologies, etc.) are maintained to ensure training safety and sufficiency. The Contractor shall implement maintenance in accordance with their work order system. All facilities and grounds shall be maintained in a safe, efficient, environmentally compliant and serviceable condition.
Performance Objective 3.1 Equipment Maintenance: The Contractor shall ensure all equipment is maintained in accordance with operational manuals or accepted standards.
Site-wide equipment maintenance addresses mechanical and electric equipment and systems throughout the NTC including but not limited to:
• Fire detection systems and components
• Utility systems and components (e.g. HVAC, natural gas, and propane)
• Water distribution systems and components
• Information Technology, telecommunications systems, components, and support infrastructure
• Intrusion detection systems and components
• Standby generators
CLIN 4 – Firm Fixed Fee
4.0 Custodial Services and Grounds Maintenance
The contractor will provide these well-defined services on a routine basis.
• Performance Objective 4.1 Custodial Services: The Contractor shall furnish all management, supervision, materials, supplies and equipment to provide custodial services shall be done in accordance with the schedule provided by the NTC.
Basic cleaning requirements:
• Daily Cleaning: Trash removal, restroom cleaning, sanitizing water fountains and sinks in offices, common areas, and in-session classrooms.
• Weekly Cleaning: Vacuum offices, halls and common areas.
• Monthly Cleaning: Chair upholstery will be vacuumed on a monthly basis. Window sills, conference rooms, and common area surfaces will be dusted using a cloth and cleaning material.
• Semi-Annual Cleaning. Carpets will be shampooed using a commercial grade cleaning system.
Performance Objective 4.2 Grounds Maintenance: The Contractor shall furnish all management, supervision, materials, supplies and equipment to provide lawn and grounds maintenance for the entire NTC.
Landscaping maintenance will be performed during the growing season on a cycle to maintain the outside area in a neat and clean manner. Lawns will be well maintained and free of weeds and trash. Walkways, landings, steps and planters will be free of trash and weeds. Shrubbery, trees and other landscaping will be trimmed and free of litter and weeds. Fence areas, shrub beds, flowerbeds, planters, turf areas, sidewalks, gutters, roadways and other surfaces shall be free of leaves. Items included in landscaping maintenance are mowing, edging, watering, pruning, trimming, raking, weed control, planting and policing to keep the area clean and free of debris. Fertilization is to be accomplished on an as needed basis. Subcontractor shall be held liable for any damage to grounds, vegetation, or landscaping due to his negligence.
All facilities and grounds shall be maintained in a safe, efficient, environmentally compliant and serviceable condition.
