Amendment 0002 Attachment B

QUESTIONS and RESPONSES

Q1. Your “delivery ask” may not be reasonable: Contract Provision and Clauses are attached to and made part of this RFQ. Delivery: 30 Days After Award.

From our more than 25 years of manufacturing Vacuum Induction Melting Furnaces (VIMs) for global customers, we understand that each furnace is custom build to unique engineering specifications and generally require a minimum of 45-50 weeks for delivery after P.O. is placed.

Typically this includes: design, procure stainless steel vessel, procure and assemble components (ie. Electrical, controller, cooling…), commission at factory site, disassemble, ship to customer, and install and start-up at customer location.

Please let me know what accommodation you will make for a longer delivery rather than 30 days after award?

R1. The Deliver By date was listed as 30 days After Award in error. The Delivery By date has been revised in this amendment 0002 to 315 days (45 weeks) After Award. See Attachment A- Instruction to Offerors.

Q2. Due to the narrow window for the submission deadline and defined specification for a VIM furnace DOE NETL Albany has generated we would like to request an extension of the due date to allow for a fair and impartial opportunity to generate and submit a proposal for this Government bid opportunity.

R2. The due date for quotes is extended. The date for offers is changed to no later than 4:00pm (EST) on Tuesday August 4, 2020.

Q3.Is a diffusion pump required if the stated vacuum requirements can be met with a mechanical pump and roots-style blower?
R3.It is anticipated that a diffusion pump will be required in order to meet the stated vacuum requirements.
Q4.What is the expected off-gas load of the material being melted in the furnace per batch?
R4.This furnace will be used to make a variety of research alloys, some of which have not been formulated at this time. It is anticipated that clean/dry charge materials will be used. As such the off-gas will typically be metal vapor. High vapor pressure elements include Al, Cr and Mn. Of these, we anticipate up to 10 weight percent Al and up to 30 weight percent Cr and Mn in some alloys. Therefore, the furnace should be designed accordingly.
Q5.Can an externally mounted electrical motor for the tilt pour be substituted for the specified hydraulic motor?
R5.An electric motor actuation may be substituted for hydraulic action so long as it can be shown that the electric motor has similar action and control actuation to a hydraulic unit and thus be equivalent.
Q6.You list the base furnace, five (5) different Options, and shipping in your pricing table; total of seven (7) items. At points in the solicitation it states shipping to be included but then it is also broken out in your table. Do you want each of these seven (7) items to be priced separately or how would you like them grouped?
R6.The Pricing Schedule in the Instruction to Offerors is revised to provide pricing for the furnace, each option, and shipping. See the revised Attachment A- Instruction to Offerors.
Q7.Will the DOE or the awardee, be the party responsible for selecting the third party for the NRTL Certification?
R7.The NRTL certification is to be supplied by the vendor. DOE does not specify how the NRTL certification becomes available to the vendor.
Q8.Is the NRTL Certification to be included in the base price of the equipment with the proposal submission?
R8.The NRTL certification should be included in the base price of the furnace.
