About this file
This is a Limited-Sources Justification document for a sole source Task Order award under the General Services Administration (GSA) Multiple-Award Schedule (MAS) Program.
The National Nuclear Security Administration (NNSA), Office of Environment, Safety, and Health is awarding a one-year Task Order with one six-month option period to Link Technologies, Inc. (LINK) for Nuclear Materials Management and Safeguards System (NMMSS) support services. The Task Order will be placed under LINK's GSA MAS contract #47QRAA20D0096, with performance running from March 26, 2026 to September 25, 2027 if the option is exercised. The contractor shall provide expert logisticians and nuclear stockpile logistics support, assist in developing product support and sustainment-oriented processes and policies, and conduct non-nuclear engineering and technical analyses related to life cycle planning, management, and program execution, including full logistics support and test/evaluation program coverage. LINK's existing FAR Part 8 Task Order already provides these services on a competitive basis, and the justification cites economy and efficiency as the rationale for the sole source award, noting that transitioning to a new contractor would result in duplicated costs, delays, and higher administrative expenses. The government intends to compete a follow-on requirement under the TEPS III BPA with award anticipated by March 24, 2027. Pricing is based on LINK's established GSA MAS schedule rates, which have already been determined fair and reasonable by GSA. The document was signed on February 25, 2026.
