About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) for a sole-source contract awarded by the Department of Energy's National Nuclear Security Administration (NNSA). The contract will be awarded to DIGON Systems for BUILDER Sustainment Management System (SMS) support, with a base period from 26 April 2025 to 25 April 2026 and four additional one-year option periods.

The specific requirements include developing and maintaining the HUB software suite for the NNSA BUILDER Program, which involves creating digital custom reports, performing data quality assurance reviews, developing user training, and providing graphic design services. DIGON will utilize a perpetual license for HUB, including SPIRE, SAGE, FLOW, and ALLOY domains, and provide helpdesk support. The contract also requires DIGON to support NNSA's future transition to the U.S. Army Corps of Engineers' Enterprise Sustainment Management System. NNSA determined DIGON is the only vendor capable of meeting all requirements, particularly due to their existing software tools that connect to NNSA site maintenance systems and their unique compatibility with NNSA's infrastructure data.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

NATIONAL NUCLEAR SECURITY ADMINISTRATION (NNSA)

BUILDER Infrastructure Management - Technical Support

RFP 89233125RNA000273

8 April 2025

I. AGENCY IDENTITY AND CONTRACTING OFFICE

This action is being taken by the Department of Energy (DOE), National Nuclear Security Administration (NNSA), by the NNSA Headquarters Services Acquisition Branch (NA-PAS-314).

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

This action will result in a sole-source award of a hybrid type contract to DIGON Systems (DIGON). This contract will include firm-fixed price CLINS for labor and cost CLINS for other direct costs (ODCs) and Travel.

III. DESCRIPTION OF SUPPLIES AND/OR SERVICES

This action is needed to acquire BUILDERTM Sustainment Management System (SMS) support for the NNSA Office of Infrastructure (NA-90). The contractor will be required to develop and maintain the HUB software suite of products used in support of the NNSA BUILDER Program, including development/maintenance of digital custom reports; provision of BUILDER data quality assurance reviews; development/maintenance of user/stakeholder training; and provision of graphic design services. The contractor will also be required to utilize a perpetual license to HUB including the NA-90-commissioned SPIRE, SAGE, FLOW, and ALLOY domains, as well as helpdesk support for these domains.

Additionally, the contractor will be required to support NNSA’s future transition from BUILDER to the United States Army Corps Of Engineers’ (USACE) Enterprise Sustainment Management System (ESMS) (which is the next evolution of USACE’s software solution that integrates BUILDER and its companion domains into a single platform).

In order to perform these requirements, NNSA requires the contractor to: be in possession of a current Cooperative Research and Development Agreement with USACE’s Construction Engineering Research Laboratory; provide, and have expertise in, NNSA’s existing, developed software tools that allow BUILDER connections to NNSA site maintenance systems; ability to transfer all rights of software ownership to the NNSA upon completion; and SMS technical and programmatic subject matter expertise.

The period of performance will begin on 26 April 2025 and end on 25 April 2026, with four, additional, one-year option periods. The total estimated value of this action (inclusive of option periods, and a potential six-month, 48 CFR 52.217-8 extension) is $

IV. AUTHORITY

The statutory authority permitting other than full and open competition is 41 U.S.C. § 3304(a)(1), as implemented by 48 CFR 6.302-1.

V. APPLICATION OF AUTHORITY

As evidenced by NNSA’s market research and efforts to identify additional sources (see §§ VI and VIII), only DIGON is capable of providing the services required by NNSA. While other sources appear to be capable of performing some of NNSA’s requirements, only DIGON is capable of meeting all of NNSA’s requirements, including being able to provide, and having expertise in, NNSA’s existing, developed software tools that allow BUILDER connections to NNSA site maintenance systems. DIGON’s developed HUB product is currently the only solution available that ensures capability with both BUILDER and NNSA’s highly unique infrastructure data. While other firms may be capable of developing NNSA-specific alternatives in the future, doing so would require significant time and resources – causing unacceptable delays.

VI. EFFORTS TO IDENTIFY ADDITIONAL SOURCES

NNSA attempted to identify as many qualified sources as possible through in-person surveys conducted with vendors during the 2024 SMS Summit held in San Antonio, TX, from April 3-4, 2024, and the 2024 SMS Summit in Washington, DC, from July 31-August 2, 2024. Additionally, on March 19, 2025, NNSA published a Notice of Intent (NOI) to Sole-Source on SAM.gov. NNSA considered the information from vendors during the surveys and the one submission NNSA received in response to the NOI, however, as identified above, only DIGON was determined capable of meeting NNSA’s immediate requirements.

VII. DETERMINATION OF REASONABLENESS OF COST OR PRICE

The Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable, in accordance with the principles identified in 48 CFR 15.404-1(b)(2).

VIII. MARKET RESEARCH

As identified in § VI, NNSA conducted market research through in-person surveys conducted during the 2024 SMS Summit held in San Antonio, TX, from Apr 3-4, 2024, and the 2024 SMS Summit in Washington, DC, from Jul 31-Aug 2, 2024. During this process, NNSA interviewed other federal agencies, other vendors within the BUILDER user community, and the BUILDER software developers (USACE-CERL) to gain insight into alternative methods to meet NNSA requirements.
