This is a SOURCES SOUGHT NOTICE open to all qualifying companies to respond. The purpose of this sources sought notice is to determine the interest and feasibility of the current marketplace. The U.S. Government is particularly interested in capability statements from small businesses, including small business teaming arrangements. This synopsis is for information and planning purposes and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The information from this notice will help the Department of Energy (DOE) National Nuclear Security Administration (NNSA) plan their acquisition strategy or plan.

PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL, NO

SOLICITATION EXISTS AT THIS TIME.

All responding business firms are requested to identify their firm's size and type of business to the anticipated North American Industrial Classification System (NAICS) code. For this potential acquisition, the following NAICS code is anticipated: 541512 – Computer Systems Design Services and the Small Business Standard is $34 million. Interested companies should have the aforementioned NAICS code associated with the company. In the case of small businesses, teaming arrangements and joint ventures will be considered for any subsequent procurement based on the Government's market research. A small business set aside may be considered for the procurement, provided the prime contract is able to be competed among applicable small business and that small businesses provide fifty percent or more of the support. In addition, the Government is interested in any GSA Federal Supply Schedules (FSS) possessed by responding business concerns that may be appropriate for this requirement.

BACKGROUND INFORMATION:

The Department of Energy (DOE), National Nuclear Security Administration (NNSA), Office of Nuclear Incident Response (NA-84) and Office of Nuclear Forensics (NA-83), is conducting a market survey to determine the availability and technical capability of qualified businesses, including all small businesses, capable of providing database development and support services related to the information management system, Asset Readiness Management System (ARMS).

The DOE/NNSA Office of Counterterrorism and Counterproliferation (NA-80) administers and directs DOE/NNSA nuclear incident response capability to ensure availability and viability to respond to nuclear incidents at DOE and NNSA facilities and field sites, and to nuclear and radiological emergencies within the United States and abroad. To support this capability, NA-80 conducts operational planning and training to counter both domestic and international terrorism, develops and implements assessment, education, and protection strategies to mitigate potential nuclear terrorism threats, as well as serves as the primary point of contact for nuclear incident response activities.

SCOPE:

The Office of Nuclear Incident Response (NA-84) and Office of Nuclear Forensics (NA-83) within NA-80 are responsible for preparing for and responding to nuclear and radiological incidents and attributing the origin of an incident on behalf of the U.S. Government and have an information management system, the Asset Readiness Management System (ARMS), to support these requirements. ARMS tracks operational and exercise planning and execution and provides readiness reporting of equipment maintenance and personnel training. ARMS is a browser-based management system hosted within and accessed through NA-84’s cloud hosting service.

Physically, the system consists of an ASP.NET website hosted within MS IIS on top of a SQL Server database. Additional components include web services, reports (SQL Server Reporting Services and Crystal Reports), mapping utilities, email notifications, and mobile tools (Windows CE based devices with onboard barcode scanners). ARMS is used throughout NEST, both by NA- 84 and NA-83 employees as well as by contractors. Users are physically located at DOE headquarters in Washington D.C. and throughout the DOE and NNSA site and laboratory complex.

ARMS is used to manage a wide variety of data, as well as perform numerous functions including:

• Central repository of all NA-84 and NA-83 emergency response personnel and equipment requirements and records

• Personnel training records

• Personnel medical qualification records

• Equipment maintenance records

• Master list of program and team readiness requirements

• Budgetary information (proposed and actuals)

• Deployment scheduling and watch lists.

• Event planning information

• Lessons learned.

• Electronic position taskbook (in development)

• Real time readiness calculations

• Predictive readiness alerts (e.g., training and maintenance notifications)

• Daily, reportable historical readiness history

• Deployment management utilities, including a deployment notification system.

• Provides a wide variety of reports and automatic notifications and alerts in support of exercise planning, readiness, and deployment management.

NA-84/NA-83 also has integrated data management capabilities with the RadResponder network, a platform sponsored by the Federal Emergency Management Agency (FEMA) as a Whole Community solution for the management of radiological data.

NA-84/NA-83 is conducting market research to identify sources that have experience in ARMS and RadResponder such as:

1. Providing project management support which may include facilitating client communication, participating in periodic status meetings, managing and tracking technical progress, providing regular and on-demand reporting, developing and communicating level of effort estimates, developing and communicating work plans, coordinating production scheduling and deployments, providing technical staff oversight and management, and certifying quality assurance and quality control.

2. Providing software design support which may include participating in stakeholder discussions, assisting in development of technical requirements, assisting in the development of performance and “return on investment” metrics to support post-deployment success, and conducting and reporting upon research into technologies, tools, and methods.

3. Providing software development support which may include the creation of database components (tables, views, procedures, functions, etc.); the creation of browser-based user interfaces and controls; the creation of mobile based user interfaces and controls; the creation of reports and other business intelligence components; the creation of notifications components such as emails, faxes, pager messages, social network notifications, and SMS (text) notifications; integration with companion tools, technologies, systems, and peripheral devices and hardware as required; the creation of integration components including Application Programming Interfaces (APIs) and Software Development Kits (SDKs); and performing quality assurance and quality control (i.e. unit and regression testing).

4. Producing training materials which may include PowerPoint presentations, and other briefing materials, job aids, flyers and posters, videos, and recorded webinars.

5. Providing training to ARMS users which may include hosting online webinars, leading in-person training classes, on-site just-in-time training during exercises and responses, and presentations at conferences and meetings.

6. Providing help desk support during routine operations, trainings, exercises, demonstrations, and responses that may include account support (user accounts, passwords, privileges, etc.), user support (e.g., data entry, validation, navigation, searching, etc.), performance monitoring and diagnosis, and troubleshooting and other general user information requests.

7. Providing software documentation which may include database schema documentation, non-proprietary source code, API and SDK documentation, change logs (i.e. deployment and configuration management documentation), system administrator documentation, and server administration documentation.

8. Providing software development and associated services in support of any other projects requested by the client. Historically, these may be specialized modules or extensions created for existing projects (e.g. ARMS or RadResponder), integration efforts (e.g. VSP, TurboFRMAC, NARAC, DFM tablets etc.), technical and design consulting (e.g. ICLN, CRCPD, etc.), or standalone systems or utilities (e.g. NNSA Response Data portal, etc.).

Projects of this nature often are managed through the NA-84 Capability Assurance Program’s technology development process but may be initiated for any reason.

Work is expected to be conducted at the contractor's facilities. The Contractor should be prepared to travel to the following locations as needed throughout the period of performance: Washington, D.C.; Albuquerque, New Mexico; Las Vegas, Nevada; Amarillo, Texas; Livermore, California;

Oak Ridge, Tennessee; Los Alamos, New Mexico; other DOE facilities, and other locations as determined by NNSA. Additionally, it is not anticipated that any work performed will require security clearances.
