About this file
This is a Sole Source Justification document for a modification to an existing BPA Call Order. The National Nuclear Security Administration (NNSA), through its Office of Partnership and Acquisition Services (NA-PAS), is modifying BPA Call Order No. 89233122FNA000102 under the Department of Energy Professional and Administrative Support Services (PASS) Blanket Purchase Agreement No. 89303020AMA000016. The modification will add eleven (11) additional Full-Time Equivalents (FTEs) to provide procurement support services for Headquarters Procurement Support Services, with a contract ceiling increase of $3,447,315.00. The period of performance remains unchanged and is planned to end February 28, 2028.
The required services consist of eleven additional Procurement/Contract Specialists who will perform essential procurement support activities including pre-solicitation, solicitation, post-award, acquisition policy, administration, and closeout activities, along with security liaison support. The justification for sole-source award is based on Subpart 538.7104-3(b)(1)(iii) of the Revolutionary FAR Overhaul, which permits sole-source orders on FSS as logical follow-ons to competitively awarded orders when in the interest of economy and efficiency. The agency determined that utilizing the incumbent contractor is more efficient than engaging a new contractor, which would require substantial time and cost for recruitment, security clearances, training on NNSA-specific procedures, and establishment of critical relationships. The justification was approved by the Contracting Officer (Dalila Burton) and reviewed by the Competition Advocate, with no efforts made to identify additional sources.

ADMINISTRATION
SOLE SOURCE JUSTIFICATION
Headquarters (HQ) Procurement Support Services
Department of Energy (DOE) Professional and Administrative Support Services (PASS) Blanket
Purchase Agreement (BPA) No. 89303020AMA000016
BPA Call Order No. 89233122FNA000102
I. AGENCY IDENTITY AND CONTRACTING ACTIVITY
The United States Department of Energy/National Nuclear Security Administration’s (DOE/NNSA) contracting activity is the Office of Partnership and Acquisition Services (NA-PAS), Contracting Operations Division, Program Support Acquisition Branch (NA-PAS-315).
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This sole-source justification is for non-personal services, specifically to modify BPA Call No.
89233122FNA000102 under DOE Professional and Administrative Support Services (PASS) BPA No. 89303020AMA000016 for HQ Procurement Support Services. The proposed modification will increase the contract ceiling and incorporate an additional eleven (11) Full-Time Equivalents (FTEs) for similar procurement functions and incorporate security liaison support. The period of performance will remain as is and is planned to end February 28, 2028. The ceiling will increase by $3,447,315.00 to accommodate the additional work. This action is necessary for continued and expanded support services within the scope of the existing contract.
III. DESCRIPTION OF SUPPLIES AND/OR SERVICES
The agency requires eleven (11) additional Procurement/Contract Specialists to provide `essential procurement support services for pre-solicitation, solicitation, post-award, acquisition policy, administration, closeout activities and security liaison support.
IV. AUTHORITY
The authority for this modification is established under the Revolutionary FAR Overhaul (RFO) 8.401(b), which identifies the use of Federal Supply Schedules (FSS) for commercial procurement actions. Specifically, Subpart 538.71 of the RFO, as referenced in section 8.401(b), provides explicit guidance for placing orders against FSS. Within this framework, Subpart 538.7104-3(b)(1)(iii) permits an order to be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS Order already issued on a competitive basis.
V. APPLICATION OF AUTHORITY
This specific authority under Subpart 538.71, is applicable because the existing Call Order (89233122FNA000102) was competitively awarded to support the NA-PAS mission which includes the responsibility for cradle to grave contracts support as well as financial assistance and Interagency Agreements. This modification is in the interest of economy and efficiency and logically follows the competitively issued Call Order because the work to be performed by the additional personnel is the same type of work already being performed under the Order. It is logical and more efficient to utilize the existing contract to perform the same/similar requirement versus another contractor. The incumbent contractor performs complex duties including procurement planning, document preparation, contract administration, and acquisition support functions critical to NNSA's mission. A new contractor for these immediate needs would require substantial time and cost for recruitment, security clearances as applicable, extensive training on NNSA-specific procedures, and establishment of critical relationships, leading to unacceptable mission disruption and severe backlogs in critical procurement activities.
VI. EFFORTS TO IDENTIFY ADDITIONAL SOURCES
None.
Competition Advocate:
I have reviewed this Subpart 538.7104-3 sole source justification and find it to be accurate and complete to the best of my knowledge and belief. Since this justification does not exceed $20M, this review serves as approval.
