About this file
This document outlines requirements for a rotary wing aircraft to support the National Nuclear Security Administration's Office of Nuclear Incident Response. Key requirements include a twin-turbine rotary wing aircraft with a Category A airworthiness certificate and performance class 1 or 2. The aircraft must have a 95% mission availability rate, operate from -40 to +45 degrees Celsius, support day and night operations including known icing conditions, and accommodate various radiation detection equipment weighing up to 1,700 pounds. Additional requirements include avionics, communications, and safety features. Interested parties should submit technical and pricing proposals no later than November 6, 2019 for consideration in a potential future solicitation to establish an acquisition strategy for this rotary wing aircraft support.

Background
■ The Office of Nuclear Incident Response (ONIR) is the premier technical leader in responding to and successfully resolving nuclear and radiological incidents or accidents.
■ Technical teams are prepared to search for radioactive material and help manage the consequences of a release of radioactive material into the environment.
■ National Nuclear Security Administration (NNSA) Aerial Measuring System (AMS) has specialized airborne radiation detection systems to provide real-time measurements of low levels of air and ground contamination.
■ The aircraft operations are at Joint Base Andrews, MD, and Nellis Air Force Base, Las Vegas, NV.
Requirements
■ Survey Flight Envelopes: 50-3,000 feet above ground level (AGL), from 60-80 knots ground speed
■ Crew: Two pilots, two technical specialists, two observers
■ Flight Patterns: Predominantly parallel line patterns with precise, narrow offset distances and consistent AGL altitudes (often performed over congested areas of the country)
