About this file

This is Addendum 1 to RFB 8902-0-2020-TJ for the Warner Park Lagoon Pier project, issued by the City of Madison Finance Department Purchasing Services on January 31, 2020. The addendum addresses ten questions submitted by bidders regarding the pier manufacturing and installation project. The pier will be constructed for Warner Lagoon, which is hydrologically connected to Lake Mendota, with water depths ranging from 2-4 feet depending on elevation. Key clarifications include confirmation that manufacturers other than those initially listed may submit bids if they meet the RFB parameters, that Wisconsin Department of Natural Resources approval is not a hard requirement but can be demonstrated through product literature, references, and work examples, and that design drawings are now optional rather than mandatory. The City of Madison confirmed that Moistureshield decking materials will be required due to the superior 50-year warranty compared to alternative products offering only 25-year warranties. The installation deadline is May 29, 2020, and bidders must acknowledge receipt of the addendum on RFP Form B.

The addendum establishes that contractors are responsible for providing weight and dimensions information for shipped materials, recommending appropriate off-loading equipment, and coordinating delivery schedules with the receiving contractor at least one week in advance. The pier design includes no fascia covering to expose the frame and lacings, consistent with Wisconsin Department of Natural Resources fishing pier standards. The City of Madison confirmed it will not accept alternate solutions outside stated specifications. Contractors with fewer than 50 employees need only check the appropriate box on affirmative action forms, and references should demonstrate recent projects of similar size and scope. Questions should be directed to Tony Johnson, City of Madison Purchasing Services, at (608) 266-4521 or ajohnson@cityofmadison.com.

RE: ADDENDUM 1

8902-0-2020-TJ

Warner Park Lagoon Pier

Notice to All Bidders:

Please note the following responses to the questions received:

Question 1:

Can you please confirm that manufacturers other than what is listed in the RFQ will be able to bid?

Answer:

Any manufacturer that fits the parameters laid out in the RFB are able to submit a bid.

Question 2:

Contractor shall be approved by the Wisconsin Department of Natural Resources for manufacturing floating piers; is this a hard requirement, where do I get this approval?

Answer:

Contractors can include product literature, 3 references, and examples of work; these will fit the requirements listed.

Question 3:

We do not have 50 plus employees so just check appropriate box on the affirmative action item?

Answer:

Yes, that is correct.

Question 4:

What do you want to see for references? We have done work for the WIDNR for 25 plus years. You just want some recent projects of similar size and scope?

Answer:

Yes

Question 5:

Does the dock go on Lake Mendota or the small water area? What is the water depth?

Answer:

The pier will go on a lagoon hydrologically connected to Lake Mendota (Warner Lagoon). The depth will range from 2-4’ at the furthest pier section, depending on water elevations.

Question 6:

Can decking by Renew be used if it meets material specs?

Answer:

No, Renew will not be accepted because the same warranty is not provided – Moistureshield provides a 50 year warranty versus a 25 year warranty from Renew.

Question 7:

Can I provide a typical or recent submitted shop drawing instead of a design drawing? If awarded a bid, I submit shop drawings in final documentation.

Answer:

The City of Madison is removing the lines pertaining to design drawings being a requirement; these are optional. Shop drawings would be submitted upon a contractor being awarded the bid.

Question 8:

Will equipment for unloading on site be provided by others?

Answer:

Equipment for off-loading the pier shall be provided by the contractor of a separate bid who is accepting delivery of the pier. The pier manufacturer will be responsible for providing information on the weight and dimensions of the material being shipped, the recommended equipment for off-loading the pier, and shall give the receiving contractor at least one week’s notice prior to delivery. The manufacturer shall also be responsible for coordinating with the receiving contractor on the delivery date to best accommodate the receiving contractor’s construction schedule to meet the installation requirement deadline of May 29, 2020.

Question 9:

In the drawings, there is no fascia to cover the dock frame, revealing the frame and lacings; is this correct?

Answer:

Yes, this is correct. The WDNR fishing pier plans state, “side skirting is not required on a fishing pier.”

Question 10:

Is the City open to accepting alternate solutions outside of the specs stated?

Answer:

No. The specs were put in place for this project to bid.

Bidders must acknowledge receipt of this addendum accordingly on RFP Form B, Receipt Forms and Submittal Checklist.
