About this file
This is Addendum 1 to a hazardous materials assessment solicitation issued by the City of Madison, Wisconsin Finance Department Purchasing Services for the Madison Public Market project. The addendum clarifies the scope of work and project parameters for prospective bidders. The assessment scope requires inspection of identified areas to determine the general location, type, quantity, and condition of asbestos-containing materials and lead-containing materials present. All components and materials of the glazing system, including original glass windows between the main garage and body shop, require lead and asbestos testing. The City prefers single-source bids rather than partial bids; vendors unable to perform all work must provide information on subcontractors. The assessment shall be thorough in inspecting all accessible functional spaces with bulk samples taken of suspect materials, though overly destructive testing should be avoided and the presence of asbestos may be presumed in some cases without sampling. The architectural and engineering (A/E) schedule indicates Phase I design consolidation from March to August 2019, Phase II construction documents from September 2019 to February 2020, pre-bid verification from February to March 2020, and bidding and contract signing from May to October 2020, with construction beginning in November 2020 and completion by December 2021.
The City currently occupies the Fleet Services building with the fueling station and is planning adaptive reuse of these structures for the Madison Public Market following relocation of Fleet Services to a modernized facility on Nakoosa Trail, anticipated complete by fall 2020. Prospective bidders should anticipate the Fleet Services building and fueling station will be refurbished rather than demolished, while the garage will be demolished. Subsurface soil analysis will be executed under a separate contract, and the City fleet does not utilize leaded gasoline. Bidders must acknowledge receipt of this addendum on RFP Form B and the Receipt Forms and Submittal Checklist. Questions should be directed to Brian Pittelli, City of Madison Purchasing Services, at (608) 267-4969 or bpittelli@cityofmadison.com.

RE: ADDENDUM #1

Madison Public Market - Hazmat Assessment
Notice to All Bidders:
Please note the following responses to the questions received:
1. Is the City open to partial bids (i.e., the City would contract directly with multiple companies) on this project? Or would you require a prime contractor to sub out the work if they did not to intend to perform all aspects of the work scope in house?
The City would prefer to not receive partial bids. If a vendor cannot do all the work themselves, it would be up to them to submit information on the sub-contractors they intend to use.
2. Will lead testing of the original glass windows between the main garage and body shop be required?
Yes, all components and materials of the glazing system will require lead and asbestos testing
3. Does the City fleet utilize leaded gasoline?
The City fleet does not currently utilize leaded gasoline.
4. Does the contract require hazardous soils contaminant assessment?
No, sub surface soil analysis will be executed in a separate contract.
Please note the City of Madison wishes to make the following clarifications:
1. The City’s expected level of assessment:
The City expects an inspection of the identified assessment area that provides a general sense of the overall location, type, quantity, and condition of asbestos-containing materials and lead-containing materials present. The assessment shall be thorough in that all accessible functional spaces are inspected and bulk samples taken of suspect materials observed. The presence of asbestos in suspect materials may be presumed in some cases without bulk samples being taken or analyzed. However, the baseline survey is unobtrusive in that samples are not taken where doing so would result in objectionable damage to surfaces or where institutional barriers preclude access. Overly destructive testing should be avoided.
2. The City’s intention to adaptively re-use the building
The site is currently occupied by the City’s Fleet Service division. Due to Fleet’s growing need for an updated facility, the City is in process of designing a modernized Fleet facility to be located on Nakoosa Trail. Construction is anticipated to be complete by fall of 2020. Upon completion, Fleet mailto:finance@cityofmadison.com http://www.cityofmadison.com/finance/purchasing
